Focus on resolving people's concerns
Regarding macroeconomic stability in 2013, the Prime Minister requested to focus on key tasks such as: implementing flexible and prudent monetary policies to stabilize the macro economy, effectively support production and business, restore growth while controlling inflation and stabilizing the currency value. Having appropriate mechanisms for businesses to access capital sources, increasing credit balance at a reasonable level. Strengthening management of the banking system, foreign exchange market and gold market; continuing to restructure commercial banks and other financial institutions.
Consistently implement the policy of price management according to the market mechanism with State regulation on electricity, coal, petrol, and public service prices according to a roadmap suitable to the goal of curbing inflation, stabilizing the macro-economy, and achieving reasonable growth; ensure transparency in price management of State-priced goods to create consensus in public opinion.

Regarding the construction of the 2013 state budget expenditure estimate, the Prime Minister requested ministries, central agencies and localities to proactively identify important and key tasks to be implemented in 2013, develop specific implementation plans and prepare state budget expenditure estimates in accordance with legal regulations, ensuring thorough savings and anti-waste right from the budget estimation stage, in which it is necessary to proactively arrange priorities according to the level of urgency and implementation capability in 2013.
Only allocate capital to start new projects that are truly urgent and necessary.
The Prime Minister requested that the State budget investment plan for the 3 years 2013-2015 must be built on the basis of balancing investment goals and needs with the ability to balance development investment capital in the State budget revenue and expenditure plan for the 2013-2015 period; and the ability to balance other State capital sources.
In the context of limited state budget resources and difficulties in balancing revenue and expenditure, state budget investment is only focused on projects and works that have been allocated state budget capital and government bond capital (still lacking capital), and are being implemented in annual plans to ensure their completion and effective use.
For newly started projects, it is necessary to carefully consider allocating capital to start new projects that are truly urgent and necessary when clearly identifying the capital source and the ability to balance capital at each budget level. Do not allocate investment capital from the state budget for projects that are not subject to investment expenditure tasks according to the provisions of the State Budget Law.
