Tuong Duong: The reoccurrence of illegal migration of Mong ethnic people

According to information from the People's Committee of Tuong Duong district, in the first 6 months of the year, 6 Mong households with 45 people in Hop Thanh village, Xa Luong commune, migrated freely to Laos. Although the local government and mass organizations had previously strengthened propaganda and mobilization work, the situation remained complicated.

In previous years, in Xa Luong commune, there were 4 households with 19 people illegally migrating to Laos. These households were later arrested by the Lao government and returned to the locality. After receiving them, the district and commune authorities and organizations increased propaganda, mobilization, and organized Mong households to sign a commitment not to migrate illegally.



The district and commune authorities have increased propaganda and mobilization, but the situation of illegal migration in Xa Luong commune still recurs.

In early 2012, the People's Committee of Xa Luong commune continued to propagate and mobilize, but after Tet, illegal migration recurred. Mr. Luong Van Phan, Chairman of the People's Committee of Xa Luong commune, said: "The commune has organized mobilization, asking ethnic households to sign commitments. The government also propagated to make the people understand that illegal migration is a violation of the law, encouraged households to report, not to buy back houses and belongings of households that migrated, the government will organize to collect them... For households that have left the locality, the local government will not take them back. However, the situation still recurred, in Hop Thanh village, 6 Mong households moved "secretly" in the dark of night along the trail to Laos, taking all belongings, houses and livestock with them."

Mr. Phan also added that the customs of the Mong people are very difficult to change. Wherever there are relatives and clansmen, they come to clear land and farm, but when they find it unfavorable, they return to their old place.
