The selection of the survey plan for the location to plan the construction of the Memorial of the Heroes and Martyrs of Nghe An province, as proposed by the Provincial People's Committee and the Department of Construction, includes 3 options: option 1 is located at the side gate of Vinh City Central Park; option 2 is located at the side gate of Nguyen Tat Thanh Park; option 3 is located in the complex of the September 12 Martyrs Memorial, Hung Nguyen town. The biggest problem and difficulty currently leading to the Citadel planning not being implemented is the lack of capital, including capital for compensation and construction of resettlement areas for people with more than 400 households. In the condition of not finding capital, to stabilize people's lives, there needs to be a plan for people to repair their houses, but not to expand or add more floors.
