Evaluating the work of the second quarter of 2012, delegates said that the Party building committees and the Provincial Party Committee Office continued to advise the Party Committee to direct and organize the implementation of Resolutions 3 and 4 of the Central Committee (9th term); Directive 03 of the Politburo on continuing to study and follow the moral example of Ho Chi Minh and Resolutions of the Provincial Party Committee. At the same time, they proactively advised on the issuance of many documents, promptly responding to the leadership and direction requirements of the Standing Committee, the Standing Committee and the Provincial Party Committee Executive Committee; performing tasks within the functions and duties of each Party committee; coordinating with the Provincial People's Committee and relevant sectors to handle a number of pressing issues in the province. However, the conference pointed out a number of limitations that need to be overcome: continuing to promote the propaganda of Resolution 4 of the Central Committee and Directive 03 of the Politburo on promoting the study and following the moral example of Ho Chi Minh; strengthening the work of grasping information from the grassroots; Boards need to increase online meetings.

Speaking at the meeting, comrade Tran Hong Chau requested the Party Building Committees and the Provincial Party Committee Office to review the backlog of work in the first 7 months of the year to continue advising on how to resolve the work on schedule, striving to successfully carry out the tasks in the last months of 2012. Advise on implementing the study of the Resolution of the 5th Party Central Committee (11th term); continue to advise and direct the review in the spirit of the 4th Central Resolution for the Provincial Party Committee Standing Committee and direct the affiliated Party Committees to proactively implement it. All Party members and Party organizations need to clearly see what they need to amend, avoid waiting and being passive. Actively carry out a number of specialized and key tasks of each committee, such as advising on the preliminary and final review of a number of Central Resolutions; training on professional work; coordinating to well organize the celebration of the 100th birthday of the late General Secretary Le Hong Phong and major holidays of the year. Strengthen the inspection, supervision and urging of professional tasks within the Committees; direct the congresses of mass organizations. Actively advise on a number of new policies and pilot a number of new policies after the congress. Organize a review and re-evaluation of the rotation of cadres to develop a new rotation plan. Coordinate with the Front and affiliated Party Committees to focus on solving pressing issues at the grassroots level.
