During the week of August 15th to 22nd, Nghe An Newspaper received petitions from the following citizens:
- Some teachers in Que Phong district asked: They were officially employed and had their salaries adjusted according to Decree 204/2004/ND-CP. They taught until 2002, but due to qualification requirements, they had to retire according to Decision 109/QD.UB of the Provincial People's Committee. In 2008, they worked as school secretaries. Are they now entitled to seniority allowance according to Decree 54/2011/ND-CP? Is the teaching time before 2002 eligible for seniority allowance?
- Ms. Nguyen Thi Hai, from Group 9, Block 3, Doi Cung Ward, Vinh City, representing the families in the block, reported that since 1986, this area has been a residential complex for employees of Construction Company No. 3 (now Hanoi Housing Investment and Development Joint Stock Company No. 30 - Vinh City). She stated that the complex consists of 5 high-rise buildings, including one 10-story building (Building C2) with 160 households, and the garbage disposal area is poorly designed, causing environmental pollution. Therefore, the families have requested the company to implement a solution, but it has been too long without any action being taken…
- Mr. Pham Hong Quang, from Hamlet 13, Nghia Thuan Commune, Thai Hoa Town, requested increased supervision and follow-up actions after inspections at the Commune People's Committee. He noted that during the inspection at the end of 2010, the inter-agency inspection team of Thai Hoa Town concluded on several local issues, which were approved by the Chairman of the Town People's Committee, but have not been seriously implemented to date.
- Mr. Ho Xuan Huy, Ms. Pham Thi Cuc, and two other households in Block 11, Hung Nguyen town, Hung Nguyen district, have raised several issues related to land management in the town, such as relocating a school, constructing a livestock farm in Block 2, using double-cropped rice land in Block 3, and converting high-yield fish ponds...
- Mr. Nguyen Si Xuan and his wife, Ms. Nguyen Thi Hien, residing in Hamlet 12, Khe Mu, Thanh Thuy Commune, Thanh Chuong District, continue to complain about the fact that their family was allocated forest land by the Commune People's Committee in 1999 for protection and acacia planting. Now, as they are about to harvest, Mr. Duc from Hamlet 6, Thanh Thuy Commune, and Mr. Duc from Thanh Khe Commune, in collusion with the commune's land management officials, have encroached on their land and cut down trees. The family has reported the incident to the Commune People's Committee and Thanh Chuong District People's Committee, but it has not yet been resolved.

This week, Nghe An Newspaper received responses regarding the following issues:
- Document No. 23/BC-UBND dated August 10, 2012, from the People's Committee of Nam Thanh Commune, Yen Thanh District, reports the conclusion of the complaint filed by Nguyen Thi Nhi, Dang Luu Hamlet. The report states: Because this complaint arose before 2000, it has been handled by several different commune officials. Despite this, based on Ms. Nhi's file and petition, the commune People's Committee established a review team to investigate. Based on this, they recommended that the district People's Committee adjust the cadastral map by adding 20m2 and grant Ms. Nhi an additional 20m2. However, after consideration, the district People's Committee did not accept or resolve the matter. After Ms. Nhi submitted her petition, the commune People's Committee requested the Chief Inspector of the district to advise the Chairman of the district People's Committee on resolving the issue; if it was not resolved, it would not be forwarded to the commune People's Committee again. However, the district People's Committee responded that they did not accept Ms. Nhi's request because the complaint lacked basis.
- Regarding the letter from Mr. Dau Van Mau, Party branch of Van Ly hamlet, Quynh Bang commune, Quynh Luu district, concerning the reasonableness of preparing the personnel structure for the grassroots Party branch congress for the 2012-2015 term, the Party Committee of Quynh Bang commune did not include in the structure of the Party committee, secretary, and deputy secretary of the Party branch who violated the family planning policy, both those who have been disciplined and those who have not been disciplined within the past year, and those whose wives are pregnant outside of the planned schedule.
The above content is based on Decision No. 09-QD/T.U of the Politburo of the 10th Party Congress dated March 24, 2011, and Guidance No. 01-HD/UBKTT.U dated April 26, 2011, of the Central Inspection Committee on disciplinary action against Party members who violate population policy and family planning, implemented by the Party Committee of Quynh Bang commune.
If, during the process of preparing personnel for the new term's Party branch congress, a Party member is found to have violated regulations (e.g., his wife is pregnant with their third child), then the competent Party committee naturally has the responsibility to direct that the Party member with the violation not be included in the personnel structure of the new term's Party branch.
Nghe An Newspaper forwarded the following cases to the relevant authorities:
- Official letter No. 389/CV.BBT.BNA dated August 13th responding to the Chairman of the People's Committee of Hung Nguyen District and the Steering Committee for Urgent Issues on Forest Protection of Hung Nguyen District regarding the information reported in the article "Sawmill Swallows Illegally Logged Timber" in the area.
- Referral slip No. 390/PC.BĐ.BNA dated August 13th to the Inspectorate of the Department of Health and the Health Department of Dien Chau district, informing citizens about complaints regarding the quality of medical examination and treatment at Nam Cau Bung Multi-Specialty Clinic, Dien Ky commune, Dien Chau district.
- Referral slip No. 391/PC.BĐ.BNA dated August 15th to the Department of Natural Resources and Environment, Chairman of the People's Committee of Yen Thanh district, regarding the proposal from the Party Committee and residents of Duc Lien hamlet, Duc Thanh commune, concerning the construction of a waste processing plant near the hamlet.
