This afternoon, June 27, under the chairmanship of comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee met to listen to and give opinions on the Project to resolve old collective housing areas and develop social housing in Vinh City, Cua Lo Town, and concentrated industrial parks. The project "Resolving old collective housing areas in Vinh City" was approved by the Provincial People's Council in Resolution No. 186/2007 and the Provincial People's Committee in Decision No. 109/2007, dated September 21, 2007, with the goal of: Handling backlog, planning to renovate and rebuild old collective housing areas, striving to completely eliminate old collective housing areas by 2015.

Currently, in Vinh City, there are 138 collective housing areas with 3,463 households located in 18 wards and communes that need to be renovated with a total estimated cost of 227.73 billion VND. The project has been focused on by all levels and sectors and has initially achieved some positive results. As of May 31, 2012, 47 collective housing areas have been resolved, reaching a rate of 34.06%, and 55 collective housing areas are being implemented, accounting for a rate of 39.86%. The remaining 36 collective housing areas have not been implemented, accounting for a rate of 26.08%.According to the report of the Provincial People's Committee, there are currently 3 projects completed and put into use; 4 social housing projects and 1 industrial park worker housing project continue to register for implementation.

However, the project still faces many difficulties and obstacles due to lack of funding, site clearance work, urban planning and beautification work after the planning is approved, lack of land for resettlement, etc.

In conclusion, comrade Phan Dinh Trac agreed on the content of the projects, and emphasized: In implementing the project, it is necessary to focus on planning infrastructure for residential areas; finding land for resettlement and building infrastructure for resettlement areas and construction costs. Requesting agencies and authorities at all levels to join in implementing the project of demolishing old collective houses in Vinh City on schedule.

Review the feasible adjustment plan to suit the reality. Assign responsibility to Vinh City in resolving the old collective housing areas. Regarding the social housing project, comrade Phan Dinh Trac directed to review the apartment area, the needs of the subjects, the policy mechanism to amend or issue new ones to resolve within the authority of the province and propose to the superiors. The comrades in the Standing Committee agreed to propose a pilot project to build 1 social housing house funded by the state, in which priority is given to policy households without housing.

Next, the Provincial Party Committee Standing Committee listened to and gave opinions on the Project of building houses for cadres and officers in 2010 and 2015; compensation for land acquisition, resettlement and difficulties of key projects; compensation for land acquisition, resettlement and resolving difficulties of the Ban Ve hydropower project.
