The Vinh City Education website was opened but the primary school learning management section could not be accessed. The first semester's learning results were not visible, let alone the second semester. Persistently updating until the 8th and 9th day, Ms. Nguyen Thi Thom (Le Loi ward) was frustrated: "I have notified students and parents but I still cannot access the scores. I comforted my child to wait until the parent-teacher meeting to inform her, but I still feel frustrated."

In the 2011-2012 school year, the education sector reported that it has promoted the application of IT in education management, applied forms of organizing seminars, training, and exchanging work via the Internet and websites; especially in training, coaching, and fostering teachers and education managers; increased the use of electronic documents in the sector; effectively used software for learning management, universal education, etc. in educational and training institutions. 1,482/1,563 preschools and general schools have been connected to the Internet, reaching a rate of 94.8%.

The rate of internet connection is quite high and now many high schools, middle schools have their own websites, elementary schools have websites in the business address. However, updating is really disappointing.

In early June 2012, when the 2012 high school graduation exam was taking place, the website of Nghe An Department of Education and Training: In the "News and events" section, from the beginning of the year until now, there were only 07 news items, the latest news was posted on April 17, 2012. The latest article was posted at the end of October 2011. In the "Directive Documents" section, within 1 school year (until early June 2012), only 02 documents were posted.

The websites of the Department of Education and Training of Nghi Loc, Dien Chau, and Hung Nguyen districts are structured as an electronic library, with the latest articles from 2011, the latest “Industry Guidance Document” being January 2010. The latest “General Notice” was posted in January 2011. The websites of the Department of Education and Training of Quynh Luu and Do Luong are better. Quynh Luu’s: The latest “News and Events” was posted on April 16, 2012; the latest “Notices and Work Schedules” and “Professional Activities” were posted on March 30, 2012. Do Luong’s: The latest “News and Events” was posted on May 2, 2012 and the latest “Work Schedule” was the work schedule for June 2012.

There are even websites of departments where department leaders have been assigned to other positions for 2 years now, but the website still refuses to change.

In the instructions for implementing tasks for the 2011-2012 school year, the Nghe An Department of Education and Training stated: "Deploy the electronic information portal of the Department and Division, including the online management information system and the websites of the schools."

I think, the websites of the Department and the Departments of Education and Training are still "living vegetatively" like that, I wonder how many websites of schools are truly living in body and soul. Building websites and making them effective requires proper attention and investment. Many departments and schools set up websites just for formality, which is a waste of both brainpower and money./.
