According to Mr. Dang Van Toan - Vice Chairman of Dai Son Commune People's Committee (Do Luong), U market has existed for 40 years. At that time, the market was simple and spontaneous. Gradually, with the development needs, the scope of the market's activities has become larger. The market meets 6 times a month on the 1st, 6th, 11th, 16th, 21st and 26th. Each market session attracts no less than 2,500 cattle and 100 vehicles with 150 cattle transport trips at the market.

(Baonghean)According to Mr.

This does not include the amount of buffalo and cows transported from Laos and Thailand. The market also attracts localities such as Vinh City, Hung Nguyen, mountainous districts in the West of our province such as Ky Son, Que Phong, Nghia Dan... The scope of U market's activities is increasingly expanding according to the general development needs of the economy.

With the expanding scope of operations, the scale of investment in U market is being compared to a shirt that has become "tight". Witnessing the market session on August 26, after the closing time, the entire market area was very dirty, narrow, and the oxcarts were all over the place. The market does not have a drainage system, causing stagnant and dirty odors right on the market floor (ground). Standing around the surrounding wall, the pungent odor was not very pleasant. Ms. L, a pho vendor next to the market, confided: "We have been attached to the food service here for quite a long time, in the past 2 years the market has been much more crowded, when it comes to the market session, from early morning, thousands of buffaloes and cows have been transported here, gathering, garbage, manure and ash are dumped on the spot, polluting the environment.

Along with the above problem, the traffic safety situation in the U market area is also becoming more complicated. Due to the narrow market area, thousands of people and buffaloes, cows, and cars cannot squeeze into the market, so they have to park outside the corridors of the rural traffic routes and axes around the market area for convenience in trading. This hinders the traffic of people in general.

According to Mr. Dang Van Toan, the buffaloes and cows gathered in each market session are passed through many sources and "channels", which cannot be controlled completely. Meanwhile, each market session usually lasts 2-3 hours, so controlling livestock diseases is a very important issue. The disease control station here currently has 15 veterinary officers, temporary facilities, rented houses, and facilities and equipment for quarantine work are not guaranteed. From this reality, for a long time, disease control work in the U market area has only stopped at controlling the main checkpoints.

Learning about the above situation, it is known that U market currently has a total area of over 5400m2, managed by Dai Son Commune People's Committee. In 2005, the market was supported to upgrade phase 1 with an investment capital of 400 million VND for the surrounding walls and land expansion. Regarding disease control, the Government has also invested nearly 15 billion VND in the market to upgrade, build quarantine areas, strictly control the history and origin of cattle and buffalo as well as safety quarantine work before being transported to districts in the province and the whole country as well as to other provinces. To maintain effective operation and management, Dai Son Commune has established a Market Management Board and an Security Team. However, according to the assessment, in the face of new trading needs, the investment scale at U market is gradually becoming inappropriate and not commensurate with the development scale of the regional market, which causes difficulties in managing and maintaining current market operations.

Due to the above difficulties, in early 2012, the People's Committee of Dai Son commune sent a document to the Provincial People's Committee requesting investment capital to expand and upgrade U market, meeting the great demand for trade and contributing to creating jobs for the people.
