This festival has the participation of 12 art troupes, including: trade unions of education, culture, agriculture, industry and trade, construction... with 66 performances. The festival program focuses on the themes: praising the Party, Uncle Ho, praising the trade union organization, homeland, country... The festival is an opportunity to evaluate, encourage and motivate the mass cultural and artistic movement at the grassroots level. Thereby contributing to building and improving spiritual life, creating motivation for workers, civil servants and laborers to strive to better fulfill the tasks they are responsible for. At the same time, it is also an opportunity to discover and nurture the core of the cultural and artistic movement at the grassroots level.

Previously, the mass art festival was held in 3 other clusters in the province, namely Thai Hoa Town, Con Cuong and Thanh Chuong with the participation of 32 district labor federations, industry unions and affiliated grassroots unions.
