(Baonghean) -Comrade Le Hong Phong was an outstanding son of the Soviet homeland, an excellent student of leader Nguyen Ai Quoc, General Secretary of the Indochinese Communist Party from 1932 to mid-1936, member of the Executive Committee of the Communist International during the 7th Congress of the Communist International. He was a shining example of the qualities and personality of an exemplary communist, steadfast, talented, with an upright spirit and pure morality, loyal to the Party, filial to the people, steadfast and faithful to his comrades, to his homeland and country.

In studying comrade Le Hong Phong, the essential thing is to study the example of a steadfast, dynamic, creative communist who was loyal to the country and devoted to the people; to study the tireless will to strive, the spirit of self-study and training to constantly improve knowledge and revolutionary enthusiasm; to study the spirit of radical revolutionary offensive, steadfast stance and viewpoint, and profound party spirit in the uncompromising struggle to protect the purity of Marxism-Leninism; to study the example of an enthusiastic international activist who skillfully combined genuine patriotism with pure internationalism of the working class; to study the example of close connection and attachment between the leader and the masses, always trusting and relying on the masses to develop and protect the Party, leading the revolution to overcome difficulties and gradually gain victory.

Studying comrade Le Hong Phong is studying the iron will, steadfastness, and indomitability of a communist: "... The enemy's swords and knives can cut steel, but they will bend when they cut the courage of a communist soldier", "I ask you comrades to tell the Party that, until the last moment, Le Hong Phong still believed in the glorious victory of the revolution"; studying the example of dedicating his whole life to the Party and the cause of people's liberation. Comrade always put the interests of the revolution above the interests of his own life and family happiness. The love and happiness of comrade Le Hong Phong and comrade Nguyen Thi Minh Khai are closely linked to the struggle for the independence and freedom of the Fatherland.

Promoting the tradition of the heroic Soviet homeland and learning from the example of comrade Le Hong Phong, the Party Committee and people of Nghe An have persevered, overcome all difficulties and challenges and achieved many important achievements, contributing with the people of the whole country to gain glorious victories in the revolution for national liberation and national reunification, as well as in the cause of building an increasingly rich and civilized homeland and country.

In the process of innovation, especially in recent years, Nghe An's socio-economic development has been quite rapid and relatively comprehensive. The average GDP growth rate for 5 years (2006-2010) reached nearly 10%/year. GDP per capita in 2011 increased nearly 3 times compared to 2005. The annual budget revenue growth rate reached over 25%, in 2011 it reached nearly 7,000 billion VND, an increase of more than 4 times compared to 2005 (ranking first among the North Central provinces, 5th among the North Central and Central Coast provinces, 13th in the country).

The value of industrial and service production has increased quite a lot. There has been an extremely important initial breakthrough in the application of high technology and structural transformation in agricultural production; food output is stable at over 1 million tons/year; the potential and strengths of Western Nghe An are being well promoted. Culture and society are taken care of and have many positive changes. The socio-economic infrastructure has been built quite well, the appearance of rural and urban areas has changed a lot, the material and spiritual life of the people has been significantly improved. National defense and security have been strengthened, politics and society are stable, social order and safety are ensured. The work of building the Party and the political system has been paid attention to and achieved important results.

Learning from and following the example of comrade Le Hong Phong, the Party Committee and people of Nghe An continue to strive and effectively promote all resources, especially the revolutionary tradition of the homeland, the mettle, intelligence and creativity of the people of Nghe An, striving to build Nghe An into a well-off province in the Northern region by 2015.

To achieve the above goal, it is necessary to first strengthen and improve the effectiveness of political and ideological education, raise awareness of the socialist-oriented market economy for cadres, party members and people; release ideological obstacles, especially conservative, stagnant, subjective, hasty, narrow-minded, jealous and clinging thoughts; encourage and protect those who are proactive, dare to think, dare to do, dare to take responsibility with pure motives; each cadre and party member must overcome themselves to innovate, break through, and create new momentum for development.

Strengthen mass mobilization work, create high consensus in the political system and among the people to well implement the proposed political tasks. Mobilize and effectively use resources, strongly improve the investment, production and business environment; ensure security and order, promote administrative reform, prevent corruption and waste, improve the sense of responsibility and professional ethics of officials and civil servants, promptly remove difficulties and obstacles, best serve the people and business operations. Focus on developing human resources to meet the requirements of industrialization, modernization and international integration.

Continue to improve the quality of general education; at the same time, invest in upgrading, expanding the system and improving the training capacity of universities, colleges, vocational high schools and vocational training institutions, meeting the needs of human resource training in the area and the whole North Central region. Accelerate the application and development of science and technology, especially the application and development of high technology, first of all information technology, the application of high technology in agriculture, according to Resolution No. 07-NQ/TU of the Provincial Party Committee on the application and development of high technology in the period 2011-2020.

Take care of developing cultural and social fields. Strongly socialize, mobilize many resources to build Nghe An into an education and training center, a medical center, a sports center of the North Central region. Improve the effectiveness of hunger eradication and poverty reduction, ensure social security, protect the environment and prevent social evils. Promote new rural construction, suitable to the characteristics of each region; preserve and promote the unique cultural features of rural Vietnam. Strengthen the work of Party building, build a clean and strong political system; improve leadership capacity, direct and organize implementation from the province to the grassroots. In the immediate future, focus on organizing and implementing well the Resolution of the 4th Central Committee (11th term) on "Some urgent issues on Party building at present", associated with promoting the study and following of Ho Chi Minh's moral example.

Comrade Le Hong Phong often reminded all cadres and party members to strive to build our Party into a vanguard political party with strict discipline, as hard as iron, as steadfast as bronze, "It is necessary to expand the criticism of Bolsheviks in all levels of party organizations to study the advantages to learn, find the shortcomings to avoid. Applying self-criticism of Bolsheviks must be a permanent task. It is best to involve the masses in the self-criticism movement." The valuable instructions of General Secretary Le Hong Phong for us today have profound significance in the work of building and rectifying the Party. It requires each of us cadres and party members to always be exemplary, uphold the revolutionary will, strive to self-cultivate, practice the ethics of communists, regularly study, improve awareness and qualifications in all aspects; actively mobilize and learn from the people, and throw ourselves into practical activities to accumulate experience; put the interests of the Party, the revolution and the people above all, be ready to fight and sacrifice for the glorious cause of the Party, for the prosperity of the homeland and country, for the longevity of the Vietnamese people.
