In preparation for the fourth session of the 13th National Assembly, the Presidium of the Central Committee of the Vietnam Fatherland Front, in coordination with the National Assembly Standing Committee, has compiled 1,396 opinions and recommendations from voters and people nationwide sent to the National Assembly.

Voters and people believe that in 2012, in the context of the country facing many difficulties and challenges, with the efforts of the entire Party, people and army, the macro-economy gradually stabilized, inflation was initially controlled, social security was given attention; national defense was strengthened; political security, social order and safety were maintained. People welcomed and expected the results of the implementation of the Resolution of the 4th Conference of the Party Central Committee (11th tenure) "Some urgent issues on Party building at present."

However, voters and people are still concerned about the fact that although the economy has developed, it is not sustainable. People's lives and jobs are still difficult. Crime and social evils are complicated and have not been pushed back.

Strengthening people's confidence

A large number of voters and people nationwide expressed their interest in implementing the Resolution of the 4th Conference of the Party Central Committee (11th tenure) "Some urgent issues on Party building at present."

Through following the results of the 6th Conference of the Party Central Committee (11th tenure), voters and people nationwide welcomed the Politburo for seriously self-criticizing and admitting mistakes before the Party Central Committee and the General Secretary, on behalf of the Party Central Committee, admitted mistakes before the entire Party and people for the weaknesses and shortcomings in Party building leadership, and the degradation and negativity among cadres and Party members. That demonstrated the political responsibility and determination of the Politburo and the Central Committee in implementing the Resolution of the 4th Conference of the Party Central Committee (11th tenure).

Voters and people nationwide believe that this is only the initial result and have high expectations for the Central Executive Committee, the Politburo, the Secretariat, Party committees at all levels, the government, and State agencies to have synchronous and drastic solutions to promptly and thoroughly rectify a significant number of cadres and Party members who have degraded in political ideology, ethics, and lifestyle. At the same time, strictly handle cadres who have degraded, corrupted, sought positions, sought power, lacked responsibility, etc., causing damage to the country and the people, damaging the prestige and reputation of the Party, and reducing people's trust in the Party's leadership and the State's management and administration.

Along with Party building and rectification, voters and people expect the Party to pay attention to leading the construction of a strong state apparatus, the Fatherland Front and people's organizations from the central to grassroots levels; continue to innovate leadership methods for the political system and the whole society. Voters recommend that the Politburo soon promulgate the Regulation on supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations; direct the nationwide implementation of the Regulation on the Fatherland Front supervising cadres, civil servants and party members in residential areas. Thereby, contributing to building a clean and strong Party.

Voters and people recommend that the State innovate its methods of governance and social management to promote democracy and promote the great national unity bloc; mobilize all resources to build and protect the country. At the same time, it is recommended that the National Assembly, when considering amending and supplementing the Constitution, continue to affirm, supplement and concretize the Party's leadership role over the political system and the whole society; promptly promulgate and effectively implement the vote of confidence and vote of no confidence for people holding positions elected or approved by the National Assembly and People's Councils.

Economic development, ensuring people's lives

Voters and people reflect and worry about the current production and business situation facing many difficulties and challenges, with reduced purchasing power and large inventories. Many businesses, especially small and medium-sized enterprises, have difficulty accessing capital from banks; thousands of businesses, especially small and medium-sized enterprises, have had to dissolve, go bankrupt, suspend or reduce production. The current bad debt situation of banks, including bad debt belonging to state-owned enterprises, is posing a potential risk not only to the banking system but also to the entire economy of the country.

Voters and people believe that state-owned economic groups and state-owned corporations have received large investments in capital, land, resources and many other incentives, but their performance has not been commensurate. Many groups have invested outside their industries, have low efficiency, and are in a difficult situation, with difficulty recovering capital. Some groups and corporations have even made losses, leaving many serious consequences, such as Vinashin and Vinalines. The situation of public investment being spread out and ineffective; the reduction of public investment on an average basis in some places has led to many unfinished projects, especially projects related to infrastructure, transportation, construction, industrial park projects, urban areas, etc., causing unprecedented waste. The poor quality of some construction projects, including some hydropower projects and reservoirs that are not guaranteed, such as Song Tranh 2 Hydropower Dam and Dak Rong 3 Hydropower Dam, has caused concern and affected the lives and production of the people. Voters and people petition the National Assembly and the Government to resolutely direct and soon have solutions to handle and overcome the above situation.

Currently, the lives of the people, especially workers, policy beneficiaries, and people in remote areas are facing many difficulties due to the high prices of many essential goods; many workers have lost their jobs; workers in non-state enterprises, especially in some foreign-invested enterprises, have low wages that are not enough to regenerate their labor force, lack accommodation and places for cultural activities... Counterfeit goods, smuggled goods, and food safety violations are widespread in many places; hospitals and schools have not met the needs of medical treatment and education of the people... Voters and people recommend that the National Assembly and the Government have synchronous and strong enough solutions to resolve the above situations in order to develop the economy sustainably and ensure the lives of the people, especially workers and employees in enterprises.

Ensure the legitimate rights and interests of land users

In recent years, the land sector has encountered many complicated problems due to some provisions of the land law that are no longer appropriate. State management of land still has many weaknesses and shortcomings, with signs of "interest groups" colluding and profiting from land occurring in many places with different nature and scale. Land planning and use in many places is inappropriate, leading to many suspended projects such as industrial parks, golf courses, urban areas... occupying a large area of ​​land; in many places, land is recovered but is slow to be used or left fallow and wasteful.

Some farms and forestry farms manage large areas of land but use them ineffectively while people lack land for production; clearance and compensation in land acquisition in many places are not implemented well, causing negative consequences and not ensuring people's interests. This situation is strongly affecting the gap between rich and poor and causing social instability; the lives of many people whose land has been acquired face many difficulties. The situation of complaints and denunciations about land has many complicated developments, accounting for over 70% of the total number of complaints and denunciations.
Voters welcomed some localities that have recently boldly revoked suspended projects to hand over land to farmers for production, and at the same time recommended that the National Assembly and the Government urgently direct the review and take timely, thorough and effective measures to handle suspended projects, especially keeping rice cultivation land to ensure national food security. At this session, voters recommended that the National Assembly, when considering amending the Land Law, should continue to affirm that land is owned by the entire people; at the same time, there should be specific regulations to ensure the legitimate and legal rights and interests of land users. Voters recommended that the term of agricultural land allocation to households and individuals should be longer than at present so that people can feel secure in investing in production. Land recovery must ensure the legitimate and legal interests of the people.

Strictly handle corruption and waste

Voters and people reflect that, despite the attention of the Party, the State and the entire political system, the work of preventing and combating corruption in recent times has not yet achieved the set goals. Corruption is increasingly sophisticated and complicated, in many fields, at many levels, many sectors, many agencies and units, causing resentment and dissatisfaction in society. Many cases of violations and waste have not been strictly handled and the handling results have not been publicly announced.

Voters and people recommend that competent authorities resolutely and strictly handle individuals and groups that violate Party regulations and State laws on preventing and combating corruption and waste; clarify the responsibilities of individuals and government agencies for violations by Vinashin Group, Vinalines, and the finance and banking sector...

Voters and people believe that while the government is promoting savings and cutting public investment, many agencies, organizations and localities are spending a lot of money on grand festivals, opening ceremonies, receiving medals and titles... Some places build very large headquarters, spending a lot of budget without using all their functions, buying expensive vehicles and equipment... Voters and people recommend that the National Assembly and the Government direct the correction and overcoming of the above situation.

Voters and people recommend that the National Assembly consider passing the Law amending and supplementing a number of articles of the Law on Anti-Corruption, which should have feasible regulations to effectively prevent and combat corruption.

Meet practical requirements

Voters and people continue to reflect on issues arising in social life, shortcomings in the implementation of policies and laws mentioned in previous sessions of the 12th and 13th National Assembly, which have been gradually resolved by the Government, ministries and branches, but still fail to meet the practical requirements of social life.

Specifically, regarding the responsibilities of state agencies and authorities at all levels in managing the exploitation of natural resources, minerals, deforestation, food insecurity, traffic accidents; environmental pollution in economic zones and craft villages. In investment in agricultural and rural development, voters recommended considering amending and supplementing the criteria for building new rural areas appropriately; issuing mechanisms and responsibilities of state agencies in organizing the purchase of rice to ensure farmers make a profit.

The life and production of people in resettlement areas serving key national projects; the situation of land acquisition for golf courses combined with real estate business and tourist areas in many localities, causing many places where farmers no longer have land for production; the regime and policies for people with meritorious services to the country, those who participated in the resistance war, youth volunteers, former cooperative cadres, cadres in villages, hamlets, neighborhoods, etc. are still issues that voters are concerned about and continue to make recommendations.
