Having been thoroughly trained in military and political theory, combined with a vibrant practical working environment, and having worked closely with leader Nguyen Ai Quoc, comrade Le Hong Phong deeply understood the role of the masses in the revolutionary struggle and the role of the Party's mass mobilization work. In the report assessing "The role of the proletariat in the Indochina revolution", he stated: "Strengthen the proletarian core in the Party's ranks, attract the largest number of proletarian elements into the leadership bodies to ensure the Party's proletarian leadership and correctly implement the class policy of the proletariat in all revolutionary movements. To carry out these daily tasks, it is necessary to first use all legal forms to establish widespread mass organizations". When drawing on experience from the Soviet movement, he stated that the reason for the failure was that "Our Party has not yet closely connected with the masses".

The first Party Congress took place in 1935 with the active preparation of comrade Le Hong Phong and at this congress he was elected General Secretary of the Party. The congress “passed a political resolution and resolutions on the work of mobilizing workers, farmers, youth, women, soldiers…”. The congress marked the restoration of the Party’s organization and recognized the great contributions of comrade Le Hong Phong in drafting a change in strategy and tactics of struggle to rally the masses around the Party.

In July 1936, comrade Le Hong Phong convened and chaired the Party Central Committee Conference to determine new policies on strategic issues and revolutionary tactics in Indochina. The conference decided to establish the Indochinese Anti-Imperialist People's United Front, gathering all patriotic classes and strata into the revolutionary movement. This was an important step forward in the independent and creative thinking of our Party led by comrade Le Hong Phong.

At the secret conference of the Central Executive Committee held in Tan Thoi Nhat village on March 29-30, 1938, with a deep sense of responsibility and a spirit of serious self-criticism, comrade Le Hong Phong and the Central Executive Committee comprehensively reviewed all aspects of Party building and development, the establishment of a system of mass organizations and social organizations to carry out the central tasks of the Party and establish the Indochinese Democratic Front. Thanks to the correct policies and decisions of our Party led by comrade Le Hong Phong, in 1938 and early 1939, although the French government in the motherland increasingly leaned to the right, the struggle movement of the masses in our country continued to be maintained, developed and achieved meaningful victories. Both the level of awareness of the masses and the organizational and leadership capacity of Party organizations were rapidly matured.
