Provincial People's Council examines cutting public investment and auctioning assets

According to the report, in 2012, the whole Quynh Luu district had 72 transitional projects under construction with a total investment of more than 9,511 billion VND, in which many projects have been cut down by the district (in each category) on public investment according to Resolution 11 of the Government. For example: Quynh Bang - Quynh Phuong tourist road (total investment of 117.191 billion VND, after cutting down the lighting category, remaining 104 billion VND); Dredging and renovating project of Nha Le canal (total investment of 64.270 billion VND, after cutting down the dredging of the canal bed, the dike and works on the dike, remaining 29.977 billion VND). The district has also implemented a delay and phased construction to complete each category, avoiding spreading out in each project.

The auction of assets in Cua Lo town includes two main forms: auction of land use rights and auction of assets in violation confiscated by competent authorities. The People's Committee of Cua Lo town assigned the auction of land use rights to the town's Land Fund Development Center. After reviewing the capacity profile, the Land Fund Development Center signed a contract with Nghe An Asset Auction Joint Stock Company and Phu Quy Auction Joint Stock Company to conduct the auction in accordance with the procedures and regulations of the law. In the first 9 months of 2012, the People's Committee of the town coordinated to organize 3 auctions of 67 land lots, collecting more than 21 billion VND for the budget.

The survey shows that some limitations and shortcomings are being raised and continue to propose to the competent authority to amend them to be more suitable to reality. That is, most of the professional auction companies assigned to conduct the auction do not have headquarters in the area, so the procedures cause inconvenience to the people, difficulties for the company itself due to lack of specific understanding of each planning location and the value of each plot of land, leading to difficulties in explaining and advising people who need to buy land, affecting the quality of the auction. The regulations on the minimum price to the maximum price from 1 to 2% according to Decision 37 of the Provincial People's Committee on land sale are not suitable to reality. The issue of auctioning confiscated illegal assets is difficult, because the value of those assets is not high, even damaged, making it very difficult to auction.
