The project to upgrade and expand National Highway 1A, Dien Chau - Quan Hanh section (Nghi Loc district), has a total length of 23.4 km, the scale of a level 3 plain road, of which 10.9 km passes through Dien Chau district and 12.5 km passes through Nghi Loc district. The site clearance work has applied compensation prices for 18.8 km, and handed over the construction site for nearly 14 km. Currently, contractors have constructed 8.1 km of the roadbed, and are vigorously constructing bridges on the route such as the railway overpass and the bridge over the Le canal. In general, the capital for site clearance work meets the requirements, and construction units are actively implementing it. However, there are still many points of construction site problems, mainly located in Nghi Loc district. Specifically, resettlement areas have not been implemented, so even households that have received compensation have not had the conditions to move.

After receiving opinions from relevant departments and agencies, comrade Huynh Thanh Dien concluded: although there are still many problems, the compensation work for site clearance in Nghi Loc district has also had many changes. He requested that contractors building resettlement areas must complete it in December. Nghi Loc district must divide the land to households in November, continue to promote propaganda and mobilization work, and seek opinions from departments and agencies so that by December there will be a clean site along the entire route. For the Department of Transport - the investor must review the design, ensure safety during the construction process, and not affect households; coordinate with relevant units to promptly handle problems with site clearance work. For relevant departments and agencies, it is necessary to promptly appraise related documents to create the best conditions for site clearance work. All are determined to open National Highway 1A, Dien Chau - Quan Hanh section in the first quarter of 2013 in accordance with the direction of the Government and the Ministry of Transport. Nghi Loc must manage the traffic corridor well to ensure safety after the route is opened and create conditions to attract other projects.
