(Baonghean) -Over 64 years of construction and growth (October 16, 1948-2012), through revolutionary periods, including the most difficult and fierce times, generations of Party Inspection officials have always demonstrated steadfast political will, internal solidarity, overcome difficulties, strictly performed their roles and functions, and persistently strived to excellently complete assigned tasks.

Through the terms, the tasks and powers of the Inspection Committee were discussed, supplemented by the National Congress of the Party and officially recorded in the Party Charter. Contributing to building the glorious tradition of the Party Inspection sector, in recent years, under the leadership and direction of the Central Committee and the Nghe An Provincial Party Committee; the Provincial Party Inspection Committee and the Inspection Committees at all levels of the province have comprehensively performed the tasks prescribed in the Party Charter, and at the same time proactively advised on the implementation of tasks assigned by the Party Committee, serving many major campaigns to clean up and enhance the fighting strength of the Party; contributing to the successful implementation of the Resolutions of the Provincial Party Committee and Standing Committee, the Party's guidelines and policies, and the State's policies and laws.

Recalling the day of its establishment, the Provincial Party Committee's Inspection Committee had only 5 comrades, operating in extremely difficult and deprived conditions but still always excellently completing the assigned tasks. Up to now, the Provincial Party Committee's Inspection Committee has made remarkable progress in both quantity and quality... Through inspection to train and educate each cadre and party member working in all fields, regardless of the circumstances, they must always maintain the spirit of a communist, revolutionary morality, loyalty to the Party, dedication to the people, diligence, integrity, impartiality. Inspection and supervision work has been carried out in the spirit of proactiveness, prevention and containment. Inspection and supervision must be carried out synchronously and inspection and supervision must be linked with ideological work, organizational work and cadre work, combined with good mass mobilization in inspection and supervision and according to the motto "supervision must be expanded, inspection must be focused and key". Continuing to effectively implement the Central Resolution 5 (10th tenure) on strengthening the Party's inspection and supervision work, right after the 17th Provincial Party Congress, the Provincial Party Committee's Inspection Commission has actively advised the Party Committee and focused on inspecting and supervising many important contents and fields, especially the implementation of the Resolution of the Party Congresses at all levels for the 2010-2015 term, the implementation of the Party's guidelines and resolutions, the State's policies and laws, key, urgent, sensitive areas, and areas prone to violations; the implementation of conclusions after inspections and audits. Through inspections, conclusions and recommendations were made to recover tens of hectares of land and billions of VND, and strictly handle officials who committed violations according to their authority; at the same time, many mechanisms and policies were proposed to be amended and supplemented to be more suitable to reality. In the first 9 months of 2012, 1,057 Party organizations and 793 Party members were inspected; supervised 1,177 party organizations and 2,403 party members in implementing the Party Charter, resolutions and directives of the Party, and the State's guidelines and policies; strengthened inspection and supervision of party committee members and heads of party committees and agencies and units. At the same time, performing tasks according to Article 32 of the Party Charter, inspection committees at all levels inspected 164 party organizations and 442 party members for signs of violations; supervised 345 party organizations and 3,078 party members on a thematic basis; resolved denunciations against 1 party organization and 28 party members and resolved 3 disciplinary complaints of party members; advised on disciplinary action against 9 party organizations and 356 party members (including 76 cases of party committee members at all levels) and disciplined 86 party members (including 20 cases of party committee members at all levels) according to their authority.

Promoting the glorious tradition and achievements in the past time, in order to contribute to the successful implementation of the Resolution of the 11th National Party Congress and the Resolution of the 17th Provincial Party Congress, in the coming time, the Nghe An Party Inspection sector will focus on performing well the following tasks;

Firstly, continue to propagate and educate to raise awareness among cadres, party members and people about the inspection, supervision and disciplinary work of the Party in accordance with the spirit of Resolution of the 5th Central Committee (10th tenure) "Inspection and supervision are very important contents in the leadership process of the Party, are regular tasks of the Party, first of all the tasks of the Party Committee and the head of the Party Committee, directly carried out by the Party Committee; the inspection, supervision and disciplinary work of the Party must be associated with innovation in the Party's leadership methods, closely combining construction and prevention, with construction being the main focus. When violations are discovered, they must be resolutely and strictly handled to deter and educate...".

Second, comprehensively organize the implementation of tasks according to the provisions of the Party Charter, synchronously carry out inspection and supervision work with the motto "supervision must be expanded", "inspection must have focus and key points" to proactively prevent violations; focus on inspecting and supervising the implementation of Resolution No. 4 of the Central Committee (11th tenure) "Some urgent issues on Party building at present"; inspect and supervise the implementation of the Political Platform, Party Charter, directives and resolutions of the Party and policies and laws of the State; strictly handle cadres who violate the principle of democratic centralism, cause internal disunity, violate moral qualities, lifestyle and corrupt cadres; pay attention to inspecting signs of violations; promptly resolve complaints, denunciations, complicated and prolonged cases.

Third, link the implementation of Resolution No. 5 of the Central Committee (10th tenure) on "Strengthening the Party's inspection and supervision work" with the implementation of Resolution No. 3 of the Central Committee (10th tenure) on "Strengthening the Party's leadership in the work of preventing and combating corruption and waste" and Directive No. 03-CT/TW of the Politburo, 11th tenure, on "Continuing to promote studying and following the moral example of Ho Chi Minh".

Fourth, actively detect and handle violations, especially those that cause public outrage and reduce people's trust in the Party. Through inspection and supervision, grasp the situation to serve self-criticism and criticism in the spirit of Resolution 4 of the Central Committee (11th tenure) to participate in comments and assessments on political ideology and lifestyle ethics; on 19 things that party members are not allowed to do; on personnel work and on the leadership capacity of cadres managed by the Party Committee, key cadres in the planning of all levels, sectors and units under their authority....

Fifth, pay attention to and be proactive in planning, training, fostering, and improving the professional qualifications of the inspection team; build a team of inspection officers at all levels with pure ethics and qualities, strong political will, steadfastness in the Party's goals and ideals, and professional qualifications to meet the requirements of tasks in the new situation.
