(Baonghean.vn) -Today, December 3rd, under the chairmanship of Comrade Phan Dinh Trac - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; the Standing Committee of the Provincial Party Committee held a meeting to hear and give opinions on a number of important issues. Representatives from the Central Party Committees and Offices attended the meeting.

In the morning, the Standing Committee of the Provincial Party Committee listened to reports on the implementation of the socio-economic development plan and budget for 2012, and the orientation for 2013; and the results of the implementation of the capital construction plan for 2012, and the orientation for 2013.

The report shows that in 2012, despite numerous difficulties in the global and domestic economies, unusual weather patterns, severe cold spells at the beginning of the year, prolonged heavy rains, and price increases for some essential goods, the socio-economic situation in the area achieved some positive results. The estimated GDP growth rate was approximately 6.63%; per capita income was estimated at 20.28 million VND, an increase of 14.3% compared to the same period, with 18 out of 24 targets met or exceeded. The report also points out existing shortcomings and limitations: GDP growth and budget revenue were lower than the same period and compared to the plan; many products did not meet the set targets; the remediation of scattered investment was slow, resulting in low investment attraction; and some social issues showed slow progress in addressing them…

Concluding on the implementation of the socio-economic development plan, the Provincial Party Secretary affirmed that in 2012, the province's socio-economic situation remained stable and showed growth; social security was ensured, and the number of poor households decreased significantly; total social investment capital nearly reached the plan; investment attraction was quite good; budget revenue and production and business activities showed growth; culture, society, technology, and the environment continued to make new progress; administrative reform, anti-corruption efforts, and handling of complaints and denunciations received attention; national defense and security, and social order and safety were ensured; after implementing Central Resolution 4, there has been an initial change in the spirit, responsibility, and work attitude of Party members and officials… However, there are five shortcomings and limitations that need to be overcome: some targets did not meet the set plan; the progress of building new rural areas is slow, including the implementation of land consolidation and exchange; Low investment attraction, large infrastructure debt, low disbursement of capital for infrastructure development; some social issues have received attention but progress remains slow, such as: surplus of teachers, medical ethics, drug abuse, the rate of third births…; administrative reform is still slow, convoluted, and not decisive enough.

Regarding the 2013 orientation, the Provincial Party Secretary requested that the following groups of solutions be focused on: Prioritizing agricultural production and rural development; classifying enterprises to address difficulties and provide specific support; reviewing, rectifying, and handling existing violations related to land and minerals; improving the quality of growth model transformation; focusing on the application and development of high technology; developing and improving the quality of human resources according to Resolution 08/TU of the Provincial Party Committee; rectifying public investment according to Directive 1792; continuing to reform state-owned enterprises in agricultural and forestry farms and some state-owned capital already allocated; improving the efficiency and value of processing industries, especially processing agricultural, forestry, and aquatic products; attracting investment focusing on large-scale, high-tech projects; taking care of socio-cultural issues to ensure social security and welfare; promoting administrative reform, combating corruption, and resolving complaints and denunciations. Ensuring national defense and security: controlling drug trafficking, traffic accidents, organized crime, violations in religious activities, border security, etc.

In the afternoon, the Standing Committee of the Provincial Party Committee listened to and commented on the following issues: the situation regarding the implementation of the Party's budget for 2012 and the plan for 2013; agreed on the contents of the report to the Politburo and the Secretariat on the collective and individual self-criticism of the Standing Committee of the Provincial Party Committee according to Resolution No. 4 of the 11th Central Committee; listened to the report on self-criticism and criticism according to Resolution No. 4 of the 11th Central Committee at the grassroots and higher levels; and commented on the draft guidelines on the planning of leadership and management personnel during the period of accelerated industrialization and modernization of the country according to Resolution No. 42-NQ/TƯ of the Politburo (9th term) and Conclusion No. 24-KL/TW of the Politburo (11th term).
