After following the question and answer session of the Provincial Police Director on “The situation of crime and social evils in 2012 continued to be complicated and some new crimes appeared: theft and robbery crimes causing public outrage”, Mr. Trinh Van Nha (voter of Thanh Duc commune, Thanh Chuong) expressed: “As a voter, I clearly see the responsibility of the Director and the Provincial Police in ensuring security and order. In particular, the question and answer session clearly stated the current situation of crime and social evils in the whole province, pointed out the objective and subjective causes; clearly defined the responsibilities of organizations and individuals in the fight against crime and social evils; put forward the solutions that have been, are being and will continue to be implemented by the entire Police sector, demonstrating the spirit of determination to fight against crime and social evils in the most effective way. Basically, I am satisfied with the question and answer session of the Provincial Police Director and hope that in the coming time, Crime and social evils in the area will decrease significantly.

Many voters of Quang Trung Ward (Vinh City) believe that it is necessary to review the role of the police force in wards and communes. Because this is the force closest to the people, but it has not yet fulfilled its responsibility as a people's police force. Mr. Nguyen Dong An - Head of the Front Committee of Block 1, Quang Trung Ward expressed: “Through following the questioning session of the Provincial Police Director, I saw a picture of the crime situation and new types of crimes that have appeared. The Provincial Police leaders also admitted shortcomings and weaknesses in a frank spirit and proposed solutions to overcome them in the coming time. The delegates questioned very enthusiastically and responsibly, reflecting the opinions of interested voters. We, the voters, acknowledge the efforts of the Provincial Police force in the fight against crime, maintaining and protecting security and order, contributing to the socio-economic development of the province. However, we are concerned and worried about the increasing crime situation in recent times. For example, “in Quang Trung Ward, there are many cases where the police leave it to the civil defense and the people. If you call the ward police, the police do not come down, everything will be stuck and cannot be handled. The problem is that the role of the police force needs to be closer to the people to grasp the situation, take timely measures to prevent and strictly handle all types of crimes.

As for Mr. Chu Ba Lan (voter of Nghi Phu commune - Vinh city), a veteran, he was particularly interested in the question and answer session related to the issue of "A large number of cadres, civil servants and public employees have a low sense of responsibility, poor public ethics, and are subject to harassment, annoyance, and even violations of the law". In which field? Through monitoring, I see that the answer of Ms. Cao Thi Hien - Director of the Department of Home Affairs, has a receptive spirit, complete content, causes, solutions, and directions for overcoming. However, listening to it, there is still something general, lacking specific solutions. That is clearly shown when the Director of the Department of Home Affairs answered the question of the delegate about the advisory responsibility of the Department of Home Affairs in the issue of handling the moral degradation in the performance of public duties of officials and civil servants in the market management sector in the past time? about the "responsibility of the head", about the specific number of officials, civil servants, and public employees who have been disciplined related to public ethics? then the answer is mainly based on prepared data, nothing new and specific. It will be much more convincing many if you mention how many opinions of the people, public opinion and mass media have been reflected in the past about incidents that the authorities and relevant agencies have not listened to and have not had reasonable measures to handle?

Also related to the issue of administrative reform, but as a business that regularly deals with competent authorities to resolve administrative procedures, despite the busy year-end work, Mr. Phan Van Hai - Deputy Director of Baganit Joint Stock Company still took the time to follow up and question about administrative reform: After listening to the Director of the Department of Home Affairs report and explain the questions, I am very excited about the results of administrative reform. It is undeniable that administrative reform has achieved many results in recent times, but I see that the process of resolving administrative procedures of the sectors is still slow. The set of administrative procedures is still cumbersome. “I see that in order for a project to go into operation, it is necessary to seek opinions from many agencies, departments and branches such as: local authorities, Department of Planning and Investment, Department of Natural Resources and Environment, Department of Construction, some special projects must have opinions from the Central level... Especially when transacting at the one-stop shop in districts, cities, units of the Tax Department, businesses and investors take a lot of time to complete procedures. Not to mention the fact that some cadres have shown signs of making it difficult for businesses when carrying out administrative procedures. I see that the question-and-answer session on administrative reform is not really exciting, the delegates focus on the issue of public ethics and do not focus on other contents of administrative reform work. I really appreciate the opinion of delegate Tran Quoc Chung, for example, that the one-stop shop has to run to many places, from the small matter of applying for a permit to build a private house. Delegate Chung's question reflects the current situation of handling administrative procedures for the people.

I think, to continue to attract the attention of many domestic and foreign investors, the province needs to continue to strongly improve the investment and business environment in a transparent, open and favorable direction for investors. Implement procedures in the simplest and fastest way, remove difficulties for businesses to attract investment into the province more and more quickly, more and more effectively, especially simplifying administrative procedures, quickly, effectively, avoiding inconvenience and travel for people and businesses. Along with reasonable, flexible and regularly innovated incentive mechanisms and policies, Nghe An will increasingly become an attractive destination for investors. Improve the provincial competitiveness index (PCI)...”

It can be seen that the results of the handling of the sectors at all levels and the supervisory role of the People's Council delegates at all levels are being closely followed by the people through the developments of each session. And the shortcomings and unfinished tasks are being placed on the shoulders of the Provincial People's Council delegates and the sectors and levels, in order to create trust and expectations of the people for the issues that voters are interested in.

Yesterday afternoon, via the hotline, the Provincial People's Council received 24 opinions from voters in the province with 26 petitions. Of these, 15 petitions were related to land; 9 petitions were about the regime and policies for people with meritorious services and education; 1 petition was about security and order, and 1 petition was related to the construction sector. Among the petitions from voters, 8 petitions were answered, explained and clarified by the officials receiving people and operating the hotline, and were agreed by voters; some opinions were forwarded to the Provincial People's Council delegates for questioning at the questioning session this afternoon; the remaining petitions will be compiled by the Provincial People's Council and sent to relevant sectors for resolution in the coming time. At the meeting, the Provincial People's Council also received 3 citizens who came to submit petitions.
