Following the example of the wise, strive to build a rich and civilized homeland(*)

Dear delegates and comrades!

On behalf of the Party Committee, the government and the people of the province, I would like to sincerely thank the Generals and delegates for taking the time to return to their homeland and attend this very meaningful meeting today. I would like to sincerely thank General Phung Quang Thanh - Politburo member, Minister of National Defense and Senior Lieutenant General Tran Dai Quang - Politburo member, Minister of Public Security, for sending congratulatory flower baskets to the meeting.

On the occasion of the 68th anniversary of the founding of the Vietnam People's Army and the preparation for the new year 2013, I would like to send my best wishes to the generals, officers and soldiers of the armed forces of the province.

Dear comrades!

We are always proud of our homeland Nghe An - a land of spiritual land, talented people, rich in patriotic and revolutionary traditions; which has been the "fence" and "copper citadel" of Vietnam through many periods, has nurtured and produced for our homeland and country talented people, generals, famous and heroic people, representing the bravery and spirit of a heroic nation.

We are proud of the glorious feats of arms of our ancestors throughout the history of building and defending the country. Among them are the great feats and contributions of the Party Committee, government and people of Nghe An in general, and of the generals of Nghe An in particular. Especially in the resistance wars against the French, against the Americans and the fight to protect the Fatherland in the northern and southwestern borders, Nghe An had 596,000 people joining the army, 43,000 youth volunteers, 15,000 people joining the frontline laborers, regular militia, etc. Of which, 47,000 cases were recognized as martyrs, 42,000 people were recognized as wounded soldiers, 17,000 sick soldiers, nearly 17,000 people participated in the resistance war and their children were infected with toxic chemicals, enjoying the regime of people with meritorious services to the revolution, 879 Vietnamese Heroic Mothers. Currently, the province annually pays 1,200 billion VND in regular subsidies to 84,000 meritorious people.

The generals of the homeland have devoted their youth and blood to the independence and freedom of the Fatherland, to the renewal and development of the homeland and country. In wartime, you comrades are "invincible fortresses" on the battlefield; in peacetime, you are pioneers and role models in the cause of building and developing the homeland and country; you are the reliable support of the Party, the government and the people. Many famous generals in the history of the nation, making the enemy terrified, such as Nguyen Hue, Nguyen Xi, Nguyen Xuan On, Phung Chi Kien, General Chu Huy Man, Senior Lieutenant General Tran Van Quang, Major General Le Thiet Hung, Major General Le Nam Thang, Major General Hoang Kien,... Not only famous on the battlefield, the generals also made many important contributions to building the Party, building the government and the political system in peacetime, at times heating up the National Assembly, such as Lieutenant General Nguyen Quoc Thuoc,... In the field of national security protection, many generals from Nghe An were both prestigious and trustworthy, respected by colleagues and admired by the people, such as Major General Le Van Cuong, Lieutenant General Phan Duc Du, Lieutenant General Hoang Cong Tu, Lieutenant General Tang Hue,... Whether in or outside the province, retired or working, the generals from Nghe An always carry within them the fine traditions of their homeland. With the character, talent, and dedication of the people of Nghe An, our generals have made their homeland and country famous.

Dear comrades!

Over the past years, the Party Committee, government and people of the province have made constant efforts and achieved many important achievements. The socio-economy has developed quite rapidly and relatively comprehensively. The urban and rural areas have undergone many changes, and the material and spiritual life of the people has been significantly improved. National defense and security have been strengthened, politics and society have been stable, and social order and safety have been ensured. The work of building the Party and the political system has received attention and achieved many positive results. The Provincial Party Standing Committee is focusing on leading and directing the implementation of Resolution No. 4 of the Central Committee (11th term) on Party building, with a spirit of high determination, frankness, openness, and looking straight at the truth, to build an increasingly clean and strong Party Committee.

However, seriously, there are still many shortcomings, weaknesses, and shortcomings. At this meeting, in an open and friendly atmosphere, we heard many opinions expressed by the generals. On behalf of the provincial leaders, I would like to sincerely thank and accept your sincere, dedicated, constructive, and responsible opinions towards your homeland; thank you for your attention and contributions to the construction of your homeland in the past time and hope to continue to receive more attention and contributions in the future.

The Party Committee, government and people of the province will continue to strive and effectively promote all resources, especially the revolutionary tradition of the homeland, the intelligence and creativity of Nghe An people, determined to build the province into a prosperous province of the country, as wished by beloved Uncle Ho.
