Many comments on the draft Law on the Capital

Comments on the management and protection of the environment, land, population and transportation.

On the afternoon of October 11, the Hanoi National Assembly Delegation organized to collect opinions from departments, branches and localities to contribute to the draft Law on the Capital.

Giving comments on this draft Law, delegates focused on discussing regulations related to issues such as environmental management and protection; land management; population management; development and management of transportation.

Mr. Vu Ngoc Thanh, Deputy Head of the Legal Department, Hanoi Department of Construction, said that the Capital Law needs to have regulations on urban land management, and needs to reserve an appropriate proportion of land area to develop urban areas to build social housing, in order to create conditions for the poor to have the opportunity to buy housing.

Regarding environmental management and protection, National Assembly delegate Nguyen Thi Nguyet Huong said that it is necessary to standardize environmental standards and norms, not general regulations like the draft law.

“We build this content to make Hanoi greener and cleaner, but it is really difficult to have standards. This is a technical standard, so I think there needs to be standards. The regulation that organizations, individuals, and entities that pollute the environment in nearby areas must be strictly and thoroughly handled is correct in principle, but how to handle it? Therefore, I think this institution needs to be closer to reality or needs investment from the State or the Capital, I think that would be more reasonable” - Delegate Nguyen Thi Nguyet Huong expressed her opinion.

Regarding the population management provisions, some delegates suggested that the Capital Law should add a provision that citizens can register for permanent residence in the inner city if they have lived temporarily for 2 consecutive years, have stable and legal jobs, as well as consider special conditions for permanent residence registration for those with special achievements.

It is expected that the draft Law on the Capital will be submitted to the National Assembly for comments and approval at the upcoming 4th session./.
