Explanation at the Law Committee on the issuance of legal guidance documents
This morning (December 24), the National Assembly's Law Committee held a session to explain the issuance of documents detailing and guiding the implementation of laws and ordinances issued from January 1, 2009 (the effective date of the Law on Promulgation of Legal Documents 2008) to June 30, 2012.

The agencies accountable to the Law Committee include the Government, the Supreme People's Procuracy and the Supreme People's Court.
Attending the explanation session were representatives of the Government, National Assembly, Ethnic Council and full-time National Assembly deputies.
Speaking to reporters of the Government Electronic Information Portal, Mr. Dang Dinh Luyen, Deputy Chairman of the Law Committee, said that the general spirit of the explanation session will cover all the issuance of detailed regulations and guidance on laws and ordinances by agencies under the Government, the Supreme People's Court and the Supreme People's Procuracy.
The leaders of the Law Committee will chair the explanation session and the three agencies will answer questions from National Assembly deputies.
The explanation session will focus on the following contents: Ensuring the time for issuing detailed regulations and instructions for the implementation of laws and ordinances; the constitutionality, legality, and consistency with the legal system of legal documents detailing and instructions for the implementation of laws and ordinances.
However, the Law Committee also noted the need to focus on explaining areas of social concern but the issuance of detailed regulations is not timely, does not meet task requirements, analyze the causes and propose solutions.
It is known that the leaders of the Supreme People's Procuracy, the Supreme People's Court, ministries and ministerial-level agencies will directly explain to the Law Committee and National Assembly deputies about the issuance of documents detailing and guiding the implementation of the Law within the scope of their agencies' tasks.
According to Mr. Dang Dinh Luyen, this explanation session aims to ensure the National Assembly's supervisory function in promulgating detailed regulations and instructions on laws and ordinances.
Of the nearly 70 laws and ordinances that the National Assembly authorizes agencies to detail and guide, the Government, Prime Minister, and Ministers must detail 61 laws and ordinances.
