National Assembly discusses draft law on terrorism prevention and control

Discussing the draft Law on Counter-Terrorism on the afternoon of November 21, National Assembly deputies said that in order to effectively prevent and combat crimes in general and terrorist crimes in particular, contributing to ensuring national security and maintaining social order and safety, the early promulgation of the Law on Counter-Terrorism is an objective and urgent requirement, stemming from the requirements of building and protecting the country in the new situation.

Delegate Phan Van Tuong, Thai Nguyen delegation, said that the solutions in the draft Law must focus on external prevention, have a foreign policy system to increase partners, reduce targets, that is, reduce the risk of terrorism.

Delegate Nguyen Viet Nhien, Hai Phong delegation, said that it is necessary to define the concept of anti-terrorism, and not list too many terrorist acts.

Many delegates agreed to the proposal to establish a non-professional anti-terrorism steering committee at the central level and in a number of ministries, branches and in provinces and centrally run cities.

In the current situation, the establishment of a new specialized force to carry out anti-terrorism is not necessary, because it will overlap in performing functional tasks. Therefore, it is only necessary to assign tasks to existing forces such as the police, special police, mobile police, special forces, etc. to increase investment, training, and coaching so that these forces can carry out anti-terrorism tasks more effectively.

However, delegate Nguyen Truong Dan, Quang Nam delegation, suggested that there should be a specialized force to fight terrorism./.
