Provincial People's Committee inspects the progress of the Vinh Urban Infrastructure Development Sub-project

(Baonghean.vn) -On January 14, the Provincial People's Committee held a meeting to listen to the report on the results of 2012 implementation and deploy the plan for 2013 of the Vinh Urban Infrastructure Development Sub-project. Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee chaired the meeting. Attending were representatives of the Departments of Construction, Natural Resources and Environment, Planning and Investment, Finance; Leaders of Vinh City People's Committee, Vinh Urban Infrastructure Development Sub-project Management Board.

Overview of the meeting

According to the report of the Vinh Urban Infrastructure Development Sub-Project Management Board, up to now, phase 1 of the project has approved the design of construction drawings and estimates for the entire construction package; completed the procedures for converting rice fields and clearing mines; selected an independent valuation unit; planned the resettlement area; is approving the plan for relocating the technical infrastructure system, appraising the design documents and estimates for marking phase 2. Currently, the payment for land acquisition and clearance has been carried out at the resettlement area of ​​hamlet 5, Nghi Phu commune; Completed the inventory, waiting for the decision on compensation price to approve the detailed plan for BT - GPMB of the North Canal project phase 1, completed the plan for relocating the technical infrastructure system of the North Canal project phase 2, and inventoried the current status of households affected by the North Canal project phase 3... In 2012, the Vinh urban infrastructure development sub-project was allocated a plan of 198 billion VND, the actual capital allocated was 155 billion VND, of which the total payment demand up to January 31, 2013 was 166.422 billion VND (the total capital lacking was 11.422 billion VND).

In 2013, the plan will complete the adjustment of the Vinh - Hung Tay axis road; Approve the planning of 4 resettlement areas in Hung Dong and Hung Tay communes; Pay off the compensation for site clearance in phase 1 in resettlement areas in hamlet 5, Nghi Phu commune, Quan Bau ward, and Kenh Bac; Complete the relocation of technical infrastructure within the construction boundary of items in phase 1; Implement compensation for site clearance in items in phase 2...

Currently, the biggest difficulty in implementing the project in 2013 is related to counterpart funds; procedures for reclaiming rice fields for phase 2 and the alignment of the 72m road. At the meeting, representatives of the Departments gave their opinions on the difficulties in 2013 that the Vinh Urban Infrastructure Development Sub-project Management Board had mentioned.

Concluding the meeting, Comrade Huynh Thanh Dien highly appreciated the efforts of the Vinh Urban Infrastructure Development Sub-Project Management Board; assigned responsibility to relevant Departments to continue to coordinate, helping Vinh City speed up the project progress. At the same time, he proposed a number of solutions for Vinh City and the Vinh Urban Infrastructure Development Sub-Project Management Board to overcome difficulties in finding counterpart funds.
