Three telecommunications networks were fined for violating regulations.

Three major network operators, Viettel, MobiFone and VinaPhone, have just been administratively fined a total of VND118.5 million by the Department of Telecommunications (Ministry of Information and Communications) for violating regulations on prepaid mobile subscriber management.

Specifically, Viettel was hit the hardest with 70 million VND, followed by VinaPhone with 25 million VND and MobiFone with 23.5 million VND.

According to the announcement on the website of the Department of Telecommunications, implementing the direction of the Prime Minister, the Ministry of Information and Communications has coordinated with the Ministry of Public Security to organize the verification of prepaid mobile subscriber information data.

Based on the results of the verification of prepaid mobile subscriber information data provided by Ho Chi Minh City Police, the Department of Telecommunications has requested the above mobile networks to implement the reception of subscriber information data, process the results of the verification of subscriber information data, and report and inspect the results of the implementation.

On this basis, the Department of Telecommunications shall preside over and coordinate with relevant agencies and units to organize surprise inspections of the implementation of Circular 04/2012/TT-BTTTT and the results of processing and cross-checking subscriber information data.

The inspection discovered a number of violations by mobile information enterprises such as: accepting documents that are not in accordance with regulations when receiving subscriber information registration; signing authorization contracts to receive prepaid mobile subscriber information registration with agents that do not meet the minimum requirements for subscriber information registration points according to regulations... Some enterprises even did not comply with requests to refuse to provide services to subscribers who did not re-register information when requested in writing by competent state agencies, violating the Telecommunications Law.

In addition to administrative sanctions, the Telecommunications Department requires telecommunications businesses to seriously remedy and comply with legal regulations on prepaid mobile subscriber management./.
