(Baonghean.vn) -This morning, January 25th, the Department of Labor, War Invalids and Social Affairs held a conference to summarize its work in 2012 and plan for 2013.
In 2012, despite the difficulties faced by the global, national, and provincial economies, and the dissolution and cessation of operations of many businesses, the province still provided employment for 30,000 workers, including over 10,500 who went abroad for work. Unemployment insurance was implemented promptly and in accordance with regulations, providing benefits to 5,318 people with a total amount of nearly 34 billion VND; reducing the urban unemployment rate to 2.3%, and increasing the labor utilization rate in rural areas to over 86%. Vocational training was provided to 84,000 people, and many vocational training models were developed, such as mushroom cultivation in Yen Thanh, livestock farming in Tuong Duong, and tailoring and motorcycle repair in Vinh City… The poverty rate in the province decreased from 18.79% to 15.61%. The province also effectively implemented policies for war veterans and the "Gratitude and Repayment" movement. Regular payments are made to over 85,000 beneficiaries totaling over 110 billion VND per month, along with regular allowances for nearly 1,500 beneficiaries.

During the year, the entire province mobilized over 18 billion VND for the "gratitude and repayment" fund, achieving 110% of the plan. Social welfare work was implemented effectively, with policies, regulations, and gifts given to social welfare beneficiaries and poor households during holidays and Tet (Lunar New Year) totaling over 21 billion VND; regular monthly allowances in the community amounted to nearly 45 billion VND for 129,616 beneficiaries. Efforts to combat prostitution and drug addiction were actively implemented, with 2,232 people successfully undergoing rehabilitation in 2012…
Besides the achievements, in 2012, the Ministry of Labor, War Invalids and Social Affairs still had some limitations such as: job creation did not meet the set target (30,000/36,000 people); the effectiveness of post-vocational training was still limited; the resolution of outstanding issues regarding policies for war veterans exposed to chemical toxins and volunteer youth was not timely, and irregularities in records still occurred; the management and reduction of beneficiaries were sometimes not timely and serious, and some localities still showed negative signs and violations, causing negative public opinion; poverty eradication was not yet stable, and the risk of re-poverty remained high; the number of drug addicts was still high, the effectiveness of vocational training and job creation after rehabilitation was low, and the relapse rate was high…
