Amendments and additions to the regulations on credit-based training.
The Ministry of Education and Training (MOET) has just issued a Circular amending and supplementing a number of articles of the regulations on undergraduate and college training in the credit system issued together with Decision No. 43/2007/QD-BGDĐT dated August 15, 2007, of the Minister of Education and Training.
Accordingly, the training program should clearly state: the level of training; the target audience, admission requirements, and graduation requirements; the training objectives, the knowledge and skills standards of learners upon graduation; the volume of theoretical knowledge, practical training, and internships; the training plan according to the designed timeframe; the training methods and forms; the method of evaluating learning outcomes; and the conditions for implementing the program.
Each program is affiliated with a single major (single-major type) or with several majors (double-major type, major-minor type, dual degree type) and is structured from modules belonging to two knowledge blocks: general education and professional education.

The detailed syllabus for each course must clearly state the number of credits, prerequisites (if any), theoretical and practical content, course assessment methods, textbooks, reference materials, and conditions for experiments, practical work, and internships related to the course.
The principal issues the curriculum to be implemented in their school, with each program having a minimum of 180 credits for a 6-year undergraduate course; 150 credits for a 5-year undergraduate course; 120 credits for a 4-year undergraduate course; 90 credits for a 3-year college course; and 60 credits for a 2-year college course.”
In addition, the revised regulations include a clause for academic performance warnings for students, addressing the issue of many students being expelled under the current regulations. Academic performance warnings are issued semester by semester, aiming to help students with poor academic results understand the situation and develop appropriate study plans to graduate within the maximum permitted timeframe for the program. Academic performance warnings are based on the following conditions:
The cumulative GPA is below 1.20 for first-year students, below 1.40 for second-year students, below 1.60 for third-year students, or below 1.80 for students in subsequent and final years; the semester GPA is below 0.80 for the first semester and below 1.00 for subsequent semesters; the total number of credits for courses with failing grades (F) remaining from the beginning of the course to the time of assessment exceeds 24 credits.
Depending on the specific characteristics of each school, the Principal shall determine whether to apply one or two of the three conditions mentioned above to issue academic performance warnings to students and shall specify the number of warnings, but not exceeding two consecutive warnings.
After each semester, students will be expelled if they fall into one of the following categories: Exceeding the limit of academic performance warnings set by the Rector; Exceeding the maximum permitted study time at the school as stipulated; Receiving a second disciplinary action for cheating on exams or having someone else take exams on their behalf as stipulated; or Being removed from the school's student roster.
No later than one month after a student is dismissed, the school must notify the local authorities where the student has their permanent residence. If the school the student was attending, or another school, offers lower-level training programs or equivalent continuing education programs, students who are dismissed due to exceeding the academic performance warning limit or exceeding the maximum permitted study time at the school are entitled to apply for transfer to those programs and retain a portion of their academic results from the previous program. The Rector will consider and decide on the retention of academic results on a case-by-case basis.
