At the beginning of the meeting, the representative of the Department of Health reported on the "Project to build a centralized hazardous medical solid waste treatment center" for medical facilities in Vinh City and neighboring districts, period 2012-2020". After listening to the opinions of the sectors, the Chairman of the Provincial People's Committee emphasized the need to develop a project to ensure environmental hygiene in the medical sector. The Chairman of the Provincial People's Committee noted the issue of promoting the socialization of medical waste treatment, combining technologies to ensure thorough treatment, and equipping incinerators for public hospitals. It is necessary to pay attention to planning medical waste in the province into 5 points corresponding to 5 regions. The Chairman of the Provincial People's Committee also noted the responsibility in planning and managing additional medical waste treatment before the project is approved.

Regarding the report on the results of 5 years of implementing the project "Building a high-tech medical center for the North Central region in Vinh City, Nghe An province", the Chairman of the Provincial People's Committee requested to clearly identify what the regional center was like? What was the current situation before the project was launched, and what was the situation after 5 years of implementation in terms of human resources, equipment, medical examination and treatment capacity, especially high technology in the medical field, from which to propose appropriate tasks and solutions.

Also this afternoon, the Provincial People's Committee gave opinions and unanimously approved the draft resolution of the Provincial People's Council on environmental protection fees for domestic wastewater. Regarding the project to develop the lottery in the province in the period of 2013-2020, after listening to comments from a number of relevant departments and units, the Chairman of the Provincial People's Committee agreed to approve it but requested the Department of Finance to adjust the lottery issuance area to suit the socio-economic development in the localities. In 2013, the issuance area was expanded to Do Luong, Nam Dan, Quynh Luu and a number of locations in Vinh City, and in 2014, Quy Chau was added. Late this afternoon, the Provincial People's Committee also listened to and unanimously approved the draft regulations on bidding, management, exploitation and market business in the province.
