During the verification, review and dialogue process, on January 2, 2013, the District People's Committee issued Notice No. 01/TB-UBND announcing the conclusion of the District People's Committee at the meeting to resolve the issue raised in the report as follows:

In 1995, the District People's Committee issued a white forest register No. 01 to Mr. Hoang Van Tao with an area of ​​90.1 hectares covering the residential land of 28 households that have been living stably for a long time (the District People's Committee issued land use right certificates in 1995) and 51 households with forestry production land in Hop Thanh hamlet, Nam Thanh commune. The handling direction is: Revoke and cancel Mr. Hoang Van Tao's forest register.

Specifically: According to Notice No. 01/TB-UBND on the conclusion of Mr. Phan Van Tuyen - Vice Chairman of Yen Thanh District People's Committee at the dialogue to resolve people's feedback, it clearly stated:

- The District People's Committee issued white forest register No. 01 dated December 20, 1995 to Mr. Hoang Van Tao with an area of ​​90.1 hectares, covering the residential land of 28 households that had lived stably for a long time and had been granted land use right certificates by the District People's Committee in 1995 and 51 households with agricultural and forestry land. At the same time, the above forest register was issued against regulations because at that time, Decree No. 02/CP of the Government dated March 15, 1995 on the allocation of forestry land to organizations, households and individuals for stable and long-term use for forestry purposes had come into effect. The white forest register issued by the District People's Committee to Mr. Tao did not comply with the provisions of Decree No. 02/CP (the forest register issued under Decree 02/CP is a green forest register) but still followed the previous regulations that had expired.

In case Mr. Tao's household can provide the original documents related to the above 90.1 hectares of land to the Working Group, the District People's Committee will assign the Department of Natural Resources and Environment, based on the provisions of law, to advise the District People's Committee to issue a decision to revoke and cancel forest registration No. 01 issued by the District People's Committee to Mr. Hoang Van Tao in 1995, because the forest registration overlaps the land rights of the households; direct the Nam Thanh Commune People's Committee to guide Mr. Tao's household and related households to exercise their legal rights and interests according to the law.

- Affirming the rights to land of households in Hop Thanh hamlet, Nam Thanh commune that have been granted land use right certificates by the District People's Committee that overlap in Mr. Tao's forest register are protected by law according to the provisions of law. In case the owner of the forestry land cannot be identified, the Nam Thanh commune People's Committee will manage the land fund according to the provisions of law.

- To ensure the legitimate rights of Nam Thanh Company Limited as well as to solve employment for local people, the Department of Natural Resources and Environment shall compare legal regulations to advise competent authorities to issue written instructions for mineral activities in the Len Voi quarry area in Nam Thanh commune, which has been licensed for exploitation by the Provincial People's Committee, to operate normally.

- Assign the working group to handle the petition to advise the District People's Committee to direct relevant organizations and individuals to seriously review violations related to the establishment of procedures and issuance of forest registration certificate to Mr. Hoang Van Tao in 1995.
