Study abroad consulting service organizations must deposit at least 500 million VND.

The Prime Minister issued Decision 05/2013/QD-TTgregulations on Vietnamese citizens studying abroad. Accordingly, one of the conditions for study abroad consulting service organizations is to have a minimum deposit of 500 million VND at a commercial bank.

The head of the study abroad consulting service organization and the staff directly consulting on study abroad must have a university degree or higher, be fluent in at least one foreign language, and have a certificate of training in study abroad consulting issued by the Ministry of Education and Training...

Study abroad consulting service organizations are only allowed to provide study abroad consulting services after being granted a Certificate of registration for study abroad consulting services.

Study abroad consulting service organizations are responsible before the law and publicly provide information related to training facilities, the status of accreditation and recognition of training quality by competent authorities of the host country for those who want to study abroad; Actively coordinate with relevant agencies to protect the legal and legitimate rights of those studying abroad.

The decision clearly states that the Department of Education and Training is responsible for sending the Ministry of Education and Training a list of certified study abroad consulting service organizations registered to operate so that the Ministry of Education and Training can publicly announce it on the Ministry of Education and Training's website.

Also according to Decision 05/2013/QD-TTg, the Ministry of Education and Training will recruit and send Vietnamese citizens to study abroad using funding sources such as State budget scholarships according to projects approved by the Government and the Prime Minister; Scholarships according to agreements and cooperation agreements between Vietnam and foreign countries or international organizations; Scholarships sponsored by foreign governments, territories, international organizations, non-governmental organizations or individuals through the Government of Vietnam.

Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities shall recruit and send Vietnamese citizens to study abroad using state budget after reaching agreement with the Ministry of Education and Training on the number, qualifications, and professions to be sent for study.

Agencies and organizations that send Vietnamese citizens to study abroad, organizations that provide study abroad consulting services and send Vietnamese citizens who are self-funded international students to study abroad shall send or provide study abroad consulting services and send Vietnamese citizens to study abroad according to written agreements with students and shall implement the reporting regime as prescribed.

According to this Decision, it is necessary to open a section for overseas students on the website of Vietnamese representative agencies abroad.

The electronic database system for managing international students is built and managed by the Ministry of Education and Training.

The Decision takes effect from March 10, 2013.
