The Deputy Prime Minister requested that, based on the assigned staff, the Chairman of the Provincial People's Committee must pay attention to arranging specialized staff for local judicial agencies to perform a number of newly assigned fields and tasks such as judicial records, state training, and law enforcement monitoring; strengthen training in professional skills, legal knowledge, and professional ethics for this team; at the same time, research and expand a number of fields that can be further socialized (notarization, bailiffs, etc.).
Strengthening human resources for judicial and legal work
The Deputy Prime Minister requested that in the coming time, the Ministry of Justice must preside over and coordinate with the Ministry of Home Affairs, ministries, branches and localities to review and propose comprehensive solutions to improve the organization and human resources for judicial and legal work; coordinate with the Ministries of Home Affairs, Finance and the Government Office to promptly report to the Prime Minister for consideration and signing and promulgation of a Decision on preferential allowances according to profession for those working in legal work.
The Deputy Prime Minister emphasized that one of the key tasks of the Judiciary in 2013 is to improve the quality of training of legal officers, civil servants with judicial titles and grassroots judicial officers. Organize and implement well the Project "Building Hanoi Law University and Ho Chi Minh City Law University into key schools for legal training" and the Project "Building the Judicial Academy into a major center for training judicial titles", focusing on developing 5 Intermediate Law Schools to meet the requirements of human resource development, especially in the Northwest, Southwest, Central Highlands and North Central.
Over the past year, the training of legal staff for the grassroots level has been promoted with the early completion of the Planning of the system of 5 Intermediate Law Schools in the regions, creating a basis for comprehensively implementing the task of developing legal human resources nationwide.
However, some ministries, branches and localities have not yet promptly invested resources and civil servants in the judiciary sector. Many departments and areas of judicial civil servants are still weak. Civil servants working in legal affairs in specialized agencies of provincial People's Committees in many localities have not met the requirements.
