Having many years of experience in education management, after retiring in the locality, in 2005, Mr. Phan Cong Tien was invited by the Party Committee, People's Committee, and Education Council of Nghi Van commune to participate in the work of promoting education and was elected to the position of Standing Vice Chairman of the Nghi Van Education Promotion Association. With dedication and commitment to the work of promoting education, Mr. Tien actively coordinated with political and social organizations, businesses in the area, family councils, parish councils, and schools to raise funds for education. In a predominantly agricultural area where people's lives are still difficult, during his work, he always listened to the concerns, thoughts, and aspirations of each resident in the commune, both religious and secular, regarding the education of their children. He regularly advised the Party Committee and the government, developed programs and plans for the education promotion association, and maintained activities related to education promotion in each residential cluster. He actively campaigned to build, manage, and effectively utilize the scholarship fund, support poor students in overcoming difficulties, and reward outstanding students... Not only did he do well in promoting education, Mr. Phan Cong Tien also actively collaborated with organizations and associations to develop programs and improve life skills for all members outside of school age.
Thanks to the practical actions of the elderly man, the movement to promote education and the academic achievements of Nghi Van's children have made remarkable progress. The percentage of students passing entrance exams to high schools, colleges, and universities has consistently been higher each year than the previous year. For many years, Nghi Van has consistently ranked among the top communes in Nghi Loc district in terms of the percentage of students admitted to high schools. In the seven years from 2005 to 2012, Nghi Van commune had over 310 students admitted to universities and colleges, and hundreds more admitted to vocational schools and training centers.
With these achievements, the Nghi Van Association for the Promotion of Learning has received commendations from the District People's Committee and the District Association for six consecutive years; in 2010, it received a commendation from the Provincial People's Committee, and in 2011, it received a commendation from the Central Association for the Promotion of Learning. Mr. Tien personally received seven commendations and certificates of merit from the Provincial People's Committee, the Provincial Association, the District People's Committee, and the District Association between 2005 and 2012.
