Nghe An Department of Education and Training responds to citizen's feedback.

We received a referral from Nghe An Newspaper regarding a citizen's complaint at Nghi Loc 2 High School: "...Nghi Loc 2 High School is currently short one laboratory equipment technician but has three vacant positions, so no further recruitment is needed. However, the Department of Education and Training has signed a contract with a graduate of a College of Economics to be in charge of laboratory equipment... This is inconsistent with the school's reality and creates difficulties in teaching and learning..."

After verifying the matter, on January 18, 2013, the Nghe An Department of Education and Training issued Official Letter No. 104/SGD&ĐT-TTr in response to the Nghe An Newspaper as follows:

In March 2012, according to reports from Nghi Loc 2 High School and the People's Committee of Nghi Loc District, the Department of Education and Training approved the enrollment quota for the 2012-2013 school year for Nghi Loc 2 High School. The number of staff, teachers, and employees currently on the school's payroll is sufficient according to regulations and within the approved quota.

However, due to an unusually low number of 9th-grade students registering for 10th-grade admission, in August 2012, the Department of Education and Training adjusted the enrollment quota, reducing the number of 10th-grade classes at Nghi Loc 2 High School by two, thus leading to the surplus of staff as stated in the petition.

In April 2012, Mr. Nguyen Thanh Hau, the treasurer of Nghi Loc 2 High School, retired. Due to the exceptionally difficult circumstances of Ms. Le Thi Hang, the Principal of Nghi Loc 2 High School agreed and requested the Department of Education and Training to accept Ms. Hang, a graduate of the College of Economics, to take over the treasurer duties from Mr. Hau.

Ms. Le Thi Hang is the niece of Mr. Le Van Ngo, Director of the Department of Education and Training. Her family circumstances are very difficult: Her father passed away early, and she lived with Mr. Ngo's family; later, she returned to her hometown to live with her paternal grandparents. In 2010, her paternal grandparents passed away one after another, and she was taken under the care of her maternal uncle, Mr. Nguyen Van Phuc. Mr. Phuc passed away in August 2012. In October 2010, Ms. Hang's mother, a kindergarten teacher, was diagnosed with cancer and received treatment at hospitals in Hanoi and Nghe An.

To boost the morale of Mrs. Hang and her daughter during this time of overwhelming hardship, Mr. Ngo suggested that Nghi Loc 2 High School and the Personnel Department of the Department of Education and Training help Mrs. Hang secure a contract to work at Nghi Loc 2 High School, specifically in the warehouse and treasury department.

The actions of the Department of Education and Training and Nghi Loc 2 High School have helped alleviate some of the difficulties faced by the family of a kindergarten teacher suffering from a serious illness (Ms. Hang's mother), providing her with the emotional support she needs to fulfill her filial duties to her mother, father, grandparents, and relatives.

Regarding the above incident, the Director of the Nghe An Department of Education and Training seriously accepts responsibility for his part and requests the Principal of Nghi Loc 2 High School to arrange a suitable job for Ms. Le Thi Hang in accordance with her training and expertise.
