Seriously handle erring officers

Going back to the time frame of 1 year ago, based on the review results in the spirit of Resolution 4 of the Central Committee, the press reported the violations in the payment of policies in Cat Van commune, listening to public opinion, Thanh Chuong District Party Committee made the assessment: This incident may still happen in other localities (!?). Thanh Chuong District Party Committee established 10 inspection teams to review the implementation of policies for people with meritorious services and social protection in 40 communes and towns. At the same time, the district also directed localities to self-review, detect and proactively recover budgets from violations deposited into temporary accounts.

The results of the inspection and review in 40 communes and towns in the district have discovered that 31 communes and towns have committed violations at various levels, especially the most "serious" ones are Cat Van and Thanh Chi communes. The total amount of money to be recovered due to violations is 393,988,000 VND. It can be seen that the violations in the localities are quite serious, systematic, going against the Party and State's policies and guidelines for people with meritorious services and social protection beneficiaries, causing budget losses, affecting the lives of policy beneficiaries, and reducing people's trust in cadres and party members.

With a serious and straightforward attitude towards the truth, Thanh Chuong clearly identified the responsibilities of each organization and individual involved and proposed specific forms of handling.

Accordingly, Thanh Chi commune was severely punished, from warning to dismissal from the position of Party Secretary - Chairman of the People's Council and Vice Chairman of the People's Committee; removal from office the Chairman of the People's Committee and a number of commune officials. In Cat Van commune, the Chairman of the People's Committee - Head of the Social Security Payment Board was warned; the cadre in charge of commune policies was expelled from the Party. In addition to Cat Van and Thanh Chi communes, a series of leaders of Thanh Tuong, Ngoc Son, Thanh Lien and Town communes were also punished at different levels. The district directed the recovery of all the money that had been wrongly spent on the regime and fully refunded the money to the beneficiaries. The amount of money that was wrongly spent and caused losses must be recovered and put into the district's temporary account. Up to now, the district has recovered 389,643,000 VND/393,988,000 VND, only about 4 million VND has not been recovered due to wrongly disbursed to beneficiaries in extremely difficult circumstances. The district also directed the rearrangement of staff after handling violations in Thanh Chi and Cat Van communes....

Comrade Dang Anh Dung - Standing Deputy Secretary of Thanh Chuong District Party Committee shared: “Thanks to the good ideological work for cadres, party members and people; the objective handling of violations, “right person, right crime”, so after the handling, public opinion from cadres, people, including those subject to disciplinary action, did not have “murmur”, noise in and out or complaints. The violators also clearly recognized their mistakes and voluntarily accepted the discipline”.

In parallel with the inspection and handling of violations in the implementation of policy payments, the District Party Committee has also focused on directing the implementation of the Notice of Conclusion No. 86 of the Provincial Party Committee's Inspection Committee for Thanh Huong commune. The Standing Committee of the District Party Committee has organized 3 direct dialogue sessions with the leaders of Thanh Huong commune (inviting the leaders of the Provincial Party Committee's Organization Board and the Provincial Party Committee's Inspection Committee to join the dialogue). In the spirit of openness, democracy, frankness, freedom of expression and recommendations, the Standing Committee of the District Party Committee has drawn out a number of core contents and concerns of cadres and party members in Thanh Huong to direct handling; established a working group with the main responsibility of the Standing Deputy Secretary of the District Party Committee. Currently, the positions of Party Committee Secretary and Chairman of the Commune People's Council have been replaced; the limitations and shortcomings of the Standing Committee, the former Party Committee Secretary, and the Commune People's Committee Chairman have been reviewed and clarified.

Thanh Chuong District Party Committee has also clearly shown its attitude in handling some cadres who violated the population and family planning policies. Specifically, it has dismissed a member of the District Party Committee Executive Committee and not assigned the position of Chairman of the District Women's Union to 1 comrade under the management of the District Party Committee; reprimanded the Party and not assigned positions to 8 cadres under the management of the grassroots level, including 1 deputy secretary of the Party Committee - Chairman of the Commune People's Committee; 3 deputy secretaries of the Party; 1 standing member of the Party and 3 party members.

In addition to the above-mentioned urgent and prominent issues, Thanh Chuong also identified a number of tasks to focus on directing and resolving, such as: directing the District Department of Education and Training to rectify and consolidate the team; continuing to direct and handle a number of long-standing ineffective construction projects; directing localities to convert land and build new rural areas.

Thus, after 1 year of implementing the Resolution of the 4th Central Committee (11th tenure) "Some urgent issues on Party building at present", Thanh Chuong has focused on overcoming weaknesses, especially those of public concern that affect people's lives, contributing to stabilizing the situation and regaining people's trust in the Party and the government. However, Thanh Chuong also needs to draw lessons from a series of problems that have occurred to ensure that similar violations do not recur, in which it is noted that cadres and party members must truly set an example and be exemplary in work and in life. Strengthen leadership, direction, and regularly inspect the grassroots to avoid the situation where weaknesses persist for many years before being discovered as in some communes recently.
