Ministry of Health issued Circular on Guidelines for testing quality management

The Ministry of Health has just issued Circular No. 01/2013/TT-BYT guiding the implementation of testing quality management at medical examination and treatment facilities (KCB) with testing rooms.

Accordingly, medical examination and treatment facilities have laboratories that perform testing of test samples and coordinate with testing calibration centers decided by the Ministry of Health and allowed to establish operations to ensure testing quality at the medical examination and treatment facility's laboratories.

Along with that, medical examination and treatment facilities must publicize the unit's testing calibration work so that management agencies, customers, and the community know and monitor. The Ministry of Health, the Department of Health of provinces and centrally run cities, and the health sector shall perform state management, direct, guide, inspect, and examine the implementation of regulations for medical examination and treatment facilities with laboratories and reference laboratories in testing quality management; direct the professional activities of testing calibration centers. The Ministry of Health shall evaluate and recognize laboratories as reference laboratories for one or more types of tests.

The Circular also clearly states that medical staff of the laboratory are responsible for implementing and performing well the laboratory quality management work. The laboratory must establish a system of documents and records for testing quality management.

In particular, medical examination and treatment facilities must plan and conduct annual training on quality management for medical staff. At the same time, leaders of medical examination and treatment facilities with laboratories must assign at least one medical staff member to manage the quality of testing in the laboratory, depending on the scale and actual conditions of the medical examination and treatment facility and the laboratory.

This Circular takes effect from March 15, 2013./.
