According to the petition of Mr. Nguyen Van Hung (Block 8, Le Loi Ward, Vinh City), his family's land plot was granted a Land Use Rights Certificate in 2006. By the end of 2012, this land plot was not affected by the high-voltage power line. However, since Hoang Minh Company Limited applied for a construction permit to move the high-voltage power line from its old location to a new location, the power line has passed through his family's land. That makes his family very worried because if they build a high-rise building, it is very likely that it will be in the danger zone of the power line.
Actual observations show that the electric pole is about 3 meters away from Mr. Hung's land and a few dozen meters away from the previous electric pole. According to the original plan, the new electric pole was buried outside the fence of Hoang Minh Company Limited. However, during the process of digging the foundation, there was a reaction from the neighbors so it had to be moved inside the fence. Maybe that's why the new electric pole encroaches deep into Mr. Hung's house.

According to Document No. 1537 of the Department of Construction, the relocation of the high-voltage power line on the land of Hoang Minh Company Limited is due to actual circumstances. This entire land was granted to implement the Project of Trade Center and Office, Parking Lot, Hotel and Tennis Court. However, currently the project has only implemented one item of Trade Center and Office, while the remaining items have not been invested in. The reason is that at the location where the hotel is planned to be built, there are power poles and 22KV high-voltage power lines running through. If the construction is implemented, it will not comply with the regulations on construction investment management and violate the electrical safety corridor. To overcome this, the Department of Construction has allowed Hoang Minh Company Limited to relocate the power line and move the entire wiring system underground. Along with that, some power poles will also change their location according to the new plan.
Regarding the province's policy, the villagers as well as Mr. Hung's family completely agreed. However, during the implementation process, Mr. Hung said that the construction unit did not report to the households and arbitrarily changed the location of the poles. Mr. Thai Van Tue, head of block 8, also admitted: When the construction project was completed, the people reported to him, even though the distance from the construction site to his house was only a short distance.
As the management unit, right from the time of the above recommendation, the City Electricity staff went down to inspect and made a working record on January 14 with the participation of Vinh City Electricity, Nghe An Electricity, and Le Loi Ward People's Committee, confirming: The power line was renovated and constructed according to the design, ensuring current technical standards and construction permits. However, Mr. Nguyen Minh Loan - Deputy Director of the City Electricity, also acknowledged: The inspection was only done by the naked eye, but in reality, there was no machine to check the accuracy between the old and new power lines. The project has been completed for nearly 3 months but there is no acceptance record yet.
Thus, with the above issue to answer whether or not there was a violation in the construction, it is necessary to have a clear, detailed, and specific inspection to answer clearly to the people. In the case that the power line running through Mr. Hung's family existed before the construction, it is necessary to explain so that people have a safe solution when using land and housing. People also hope that through this incident, the Electricity industry as well as the city government will have a solution to help people solve the problem of the power grid safety corridor, because currently in the area of Block 8, not only Mr. Hung's family but also dozens of other households are affected by this power line.
It is known that this power line was built in the 70s of the last century. A few years ago, the power line was regularly closed, but then due to an electric shock incident that killed one person, a part of the power line was removed. The remaining part running from block 10 to block 8 was converted to a backup power line, only closed in case of emergency power outage. Given the fact that the demand for this power line is low, while the risk of causing accidents to people is high, Mr. Tran Xuan Ngoc - Chairman of the People's Committee of Le Loi Ward, said: A report will be submitted to the City People's Committee and recommendations will be made to council meetings to request the removal of the above power line. If the matter is approved, it will free up the power grid safety corridor for dozens of households, contributing to overcoming violations of the power grid safety corridor, which has been a deadlocked issue for many years in Vinh City.
