Prime Minister chairs Development Triangle Summit

On the afternoon of March 12, in the capital Vientiane (Laos), the 7th Cambodia-Laos-Vietnam Development Triangle Summit (CLV 7) took place.

The conference was chaired by Prime Minister Nguyen Tan Dung.

The conference was attended by Prime Minister of the Lao People's Democratic Republic Thongsing Thammavong, Prime Minister of the Kingdom of Cambodia Hun Sen and representatives of ministries and branches of the three countries.

The conference took place in the context of the Mekong sub-regional cooperation in general and between the three countries in particular becoming increasingly vibrant, attracting the attention of external partners.

Cooperation in the CLV Development Triangle Area continues to be promoted and has achieved important achievements in many fields of security-politics, economy-society, contributing to improving people's lives and strengthening cooperative relations between border provinces.

The conference focused on reviewing the implementation of cooperation activities in recent times and discussing future cooperation directions.

The conference heard the Chairman of the Coordination Committee, Minister of Planning and Investment of Vietnam Bui Quang Vinh present the report of the CLV Joint Coordination Committee on the results in promoting development cooperation in the CLV Development Triangle Area, especially the progress of implementing the Master Plan for Adjusted Socio-Economic Development of the CLV Development Triangle Area to 2020 and the Memorandum of Understanding on Incentive Policy for the Development Triangle Area in the 2010-2012 period.

The Coordination Committee's report also makes recommendations on directions and measures to improve cooperation efficiency and attract investment in the coming time.

Speaking at the conference, the prime ministers affirmed their determination to promote comprehensive cooperation between the three countries on the basis of promoting the spirit of independence, self-reliance, equal cooperation on the basis of mutual benefit, for the prosperous development of each country, and committed to promoting the harmonious and prosperous development of this region through continuing to expand, improve the efficiency and quality of cooperation and promote socio-economic development in localities in the region.
The three Prime Ministers highly appreciated the socio-economic development efforts of localities in the CLV Development Triangle region in the context of many difficulties in the world and regional economy.

Regarding future cooperation orientations, based on the discussion opinions, Prime Minister Nguyen Tan Dung concluded by assigning the Coordination Committee to focus on implementing the following points immediately: Continue to research and propose specific solutions to more effectively implement the Master Plan adjusted in 2010; review existing bilateral and multilateral agreements of the three countries and develop an agreement on promoting trade facilitation in the CLV Development Triangle area to be submitted for signing at the 8th CLV Summit; assign the Transport Ministers of the three countries to develop procedures to effectively implement the Tripartite Memorandum of Understanding on road transport between the three governments in Champasak (Laos); agree to consider the development of the rubber industry as a priority for economic development cooperation among the three countries.

The three countries focus on developing high-quality labor resources to serve investment projects in the region; call on development partners to actively support and closely cooperate with the governments of the three countries in socio-economic development of the Development Triangle Area.

The Coordination Committee and relevant agencies proactively and actively carry out investment and trade promotion activities; ensure a secure, safe and stable environment for investors and people in the Development Triangle Area; implement agreements in the field of environmental protection, develop joint programs and action plans to preserve natural parks in the CLV Development Triangle Area.

At the end of the conference, the three Prime Ministers signed a Joint Statement on Cooperation in the Development Triangle Area, affirming the commitment of the three governments to improving the quality of life of people in the 13 provinces of the Development Triangle Area, and turning the Development Triangle into a typical example of success in regional cooperation.

The 8th CLV Summit will be held in Laos in 2014./.
