Household registration becomes a permit!
On the afternoon of May 24th, during group discussions on the draft Law amending and supplementing several articles of the Law on Residence, many National Assembly deputies expressed the opinion that choosing the household registration system as a management solution is cumbersome and inconvenient.

Commenting on the draft Law on Residence, Representative Le Dong Phong (Ho Chi Minh City) raised the issue: "Now, household registration is being abused: everything requires household registration, even registering for school requires household registration, then electricity, water... Suddenly, household registration has become a kind of permit."
Without a household registration certificate, you can't do anything!
Representative Tran Du Lich (Ho Chi Minh City) stated: "Nowadays in the city, if you don't have a household registration, you can't do anything. This harmful misunderstanding of household registration has led people to use it as a basic permit in all administrative procedures, while in reality it's just a management method used by the police. I wonder how many other countries in the world do things this way."
Responding to a question from delegate Tran Du Lich, delegate Truong Trong Nghia (Ho Chi Minh City) immediately stated: "There are only three countries in the world that still use household registration: Vietnam, China, and North Korea!"
"Don't make things difficult for the people," said delegate Nguyen Thi Kim Thuy (Da Nang). Ms. Thuy proposed removing the requirement for local government confirmation of minimum land area for household registration applications in the city. She argued that such a regulation facilitates state management while creating difficulties for the people.
"If the authorities suspect that the people's declarations are inaccurate, they should verify and measure the information themselves. Why should they force the people to obtain confirmation?" - Ms. Thuy explained.
“The management requirements are simple, with few procedures and no unnecessary complications. While we choose a manual management method – people going up and down to make declarations and record information – if they want to cheat, they can just go up and make false declarations and still commit crimes. I think the police force needs to reconsider its management methods, because the current approach is very troublesome! It's not simply a matter of imposing heavier fines or requiring more declarations to achieve effective management,” suggested Mr. Truong Trong Nghia.

Many National Assembly deputies believe that tightening import controls into centrally-governed cities is a manual and ineffective management method. Deputy Tran Ngoc Vinh (Hai Phong) argued that in large cities, where economic and commercial conditions are developed, creating job opportunities and living conditions, people from other areas are drawn to them.
