Implementing the plan of the National Traffic Safety Committee on supporting people to change to standard helmets, the Traffic Safety Committee of Nghe An province will start the helmet exchange campaign from April 15, 2013. Initially, the helmet exchange subsidy will be implemented in Vinh City, then all other districts and towns in the province.
Mr. Vo Minh Duc, Chief of Office of Traffic Safety Committee of Nghe An province, affirmed that people only need to spend 100,000 VND to have a helmet with guaranteed quality.
The Provincial Traffic Safety Committee said: People only need to bring old helmets, helmets that do not meet quality standards to designated locations and will be guided by staff to exchange them for helmets that meet quality standards, without having to present any other identification documents. The subsidy ranges from 30,000 to 100,000 VND/helmet, depending on the type. After the subsidy, helmets that meet quality standards will cost from 100,000 to 500,000 VND/helmet, depending on the type and design.
