The delegation of the Ethnic Committee worked with the People's Committee of Nghe An province

After inspecting a number of localities in the province, on the morning of May 18, the inspection delegation of the Government Committee for Ethnic Minorities led by Mr. Hoang Xuan Luong - Deputy Minister, Vice Chairman of the Government Committee for Ethnic Minorities had a working session with the Provincial People's Committee on Decision 30/2012 of the Prime Minister on criteria for determining extremely disadvantaged villages and communes in ethnic minority and mountainous areas in the period 2012-2015.

(Baonghean.vn) -After inspecting a number of localities in the province, on the morning of May 18, the inspection delegation of the Government Committee for Ethnic Minorities led by Mr. Hoang Xuan Luong - Deputy Minister, Vice Chairman of the Government Committee for Ethnic Minorities had a working session with the Provincial People's Committee on Decision 30/2012 of the Prime Minister on criteria for determining extremely disadvantaged villages and communes in ethnic minority and mountainous areas in the period 2012-2015.

Attending the meeting, on our side, there were comrade Le Xuan Dai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, representatives of provincial departments, branches and sectors.

The implementation of the Government's Decision 30/2012 is of utmost importance as a basis for developing and implementing ethnic policies in mountainous and ethnic communes. From the awareness at all levels, the provincial sectors have taken drastic action, closely directed, ensuring objectivity, fairness, accuracy and meeting the prescribed schedule. The Provincial People's Committee has issued a plan and decided to establish an Advisory Council to identify particularly difficult villages and communes and communes in regions I, II, III, for the period 2012-2015; at the same time, directing all levels and sectors to implement; villages, hamlets and communes organize meetings with people, compare the actual situation with the criteria according to the Government's decision, self-review their villages, hamlets and communes in the category of particularly difficult or not in the category of particularly difficult and request the commune advisory council to consider and classify.

Leaders of the Provincial People's Committee together with departments, branches and functional agencies went to the locality to guide and inspect the progress of implementation and inspected some villages and hamlets that were classified as particularly difficult villages and classified as regions I, II, III. After reviewing and inspecting, on April 9, 2013, the People's Committee of Nghe An province proposed the Central Advisory Council to recognize 1,185 particularly difficult villages (an increase of 303 villages compared to the period 2006-2010); regions I, II, III of mountainous communes are 522 communes (of which the number of communes in region III increased by 31 communes compared to the period 2006-2010).

Speaking at the meeting, on behalf of the provincial leaders, comrade Le Xuan Dai emphasized: In recent years, although the Party and State have had many policies, programs and investment projects for ethnic minorities in mountainous areas, in general, the investment capital and support are small and can only meet a part of the essential infrastructure works such as schools, community centers, domestic water... Projects with large investment capital such as transportation, irrigation... have not been implemented. The province proposed that the Central Review Council consider recognizing the villages and hamlets with special difficulties to be classified into regions I, II, III for communes according to the results so that the people can enjoy the policies of the Party and State for the special difficulties areas.

Concluding the meeting, Comrade Hoang Xuan Luong acknowledged and highly appreciated the implementation of Decision 30/2012 of the Prime Minister in Nghe An province in accordance with the instructions, ensuring the steps and progress as prescribed, and establishing review teams to ensure fairness and objectivity. He suggested that the province should supplement and complete the report, especially clarify the causes, clearly explain the increase in the number of communes and villages in the extremely difficult areas and region III. The provincial advisory council should arrange the communes, villages and hamlets in order of priority according to the delimitation of the areas and extremely difficult areas. The working group will synthesize the opinions and recommendations of the province to defend before the Central Advisory Council for consideration and decision to help the people.
