Delegate Le Van Cam (Dien Chau) proposed a comprehensive solution, which is to focus on attracting large investment projects.In particular, projects where farmers contribute land and form linkages to create raw material areas, while also directly participating in producing products for businesses, are crucial. Delegate Le Van Cam suggested that, in order to attract investment effectively, the province needs solutions to improve the quality of its management staff and civil servants at all levels, ensuring they are competent and dedicated.
Regarding the staff, Mr. Nguyen Chi Nham (representative from Nam Dan) raised the issue of civil servants being slow in performing their duties. A recent specialized inspection by the Provincial Inspectorate revealed that approximately 20% of civil servants were slow in performing their duties, with some individuals being slow for 365 consecutive days. Therefore, the province needs to find solutions to rectify this situation.

Regarding solutions for mountainous areas, delegate Tran Quoc Chung (Dien Chau) suggested a more thorough assessment of the strengths of mountainous districts.For exampleWhat is the current state of industrial crops and large-scale livestock farming, and what interventions are needed to promote stronger development in this region? This will lead to the development of positive solutions. During the plenary session, a matter of great concern to many delegates was the target for the first phase of the new rural development plan, which aimed for 20% of communes, equivalent to about 100 communes, to complete all 19 criteria. However, looking at the current results, only one commune has achieved all 19 criteria. Delegate Lo Thi Phuong (Tan Ky) reflected that in many localities, people have focused their efforts on land clearance for road construction, but there are insufficient resources to do so. Regarding agriculture, rural areas, and farmers, delegates proposed that adequate investment in this sector be considered, along with research to reduce input costs and address output issues to increase farmers' income. Attention should be paid to job creation for farmers, as vocational training has been ineffective in recent times, with farmers not being able to make a living from the skills they receive. Therefore, vocational training for farmers needs to be based on surveys of learner needs and on forecasts and the overall economic development orientation of each locality.
Many delegates also addressed various issues related to the management of public land funds; land managed by agricultural and forestry farms; administrative boundary disputes in some localities; inadequacies in land use right auctions; progress in issuing land use right certificates; consequences from mineral exploitation activities; the "suspended" planning of hydropower systems; tax arrears; inconsistent mergers of secondary schools; policies for recruiting and attracting high-quality human resources, especially university graduates; and the resolution of outstanding issues and obstacles related to policies for meritorious individuals and those awarded medals and decorations.
