According to Mr. Le Sy Giang, Deputy Head of the Trade Defense Department, Competition Management Department (Ministry of Industry and Trade), on July 23, 2013, the US Department of Commerce (DOC) officially initiated an investigation to apply anti-dumping and anti-subsidy measures on oil pipelines imported from Vietnam, Thailand, India, the Philippines, Saudi Arabia, Taiwan, Türkiye and Ukraine.

However, DOC only conducts anti-dumping investigation on the above products from Vietnam. The investigation period will be from January 1, 2013 to June 30, 2013 with the alleged dumping margin of 103.43% - 111.47%.

This is the fourth anti-dumping lawsuit of the US against Vietnam's steel exports since 2011. The steel products previously investigated for anti-dumping by Vietnam were carbon steel welded pipes, stainless steel pressure pipes and steel hangers. According to US customs data, in 2012, the import turnover from Vietnam reached about 189 million USD with a total volume of 199,000 tons, accounting for about 12% of the import market share into the US.
