(Baonghean.vn) -On the afternoon of June 28, the Culture and Social Affairs Committee of the Provincial People's Council held a meeting to review the draft of a number of notices related to the health sector. Regarding the draft proposal on the policy of financial support to encourage communes, wards and towns to meet the National Health Standards for the period 2012 - 2020, delegates said that to build a commune that meets the National Health Standards requires very high investment and efforts from localities many times greater than the criteria for a commune that meets the national health standards.

Previously, the province had a policy to support communes that met national health standards of 10 million VND/commune. Currently, the agency drafting the proposal proposed a support level of 40 million VND/commune for communes and wards that met the national health criteria, which is quite appropriate. At the same time, the application period was agreed to be 9 years (2012 - 2020), with an expected 384 communes and wards meeting this set of criteria (accounting for 80% of communes and wards), equivalent to the budget that needs to be arranged of 15.36 billion VND. However, the problem is that the Provincial People's Committee needs to balance and arrange capital sources for implementation after the resolution is approved by the Provincial People's Council at the 9th session.

The members of the Culture and Society Committee also spent time discussing the draft resolution on the investment mechanism for the construction and upgrading of medical facilities in communes, wards and towns in Nghe An province, period 2013 - 2015. In particular, the agency drafting the draft resolution needs to determine the list and reasonable investment roadmap. Agree to support the upgrading of essential medical equipment for stations that do not meet more than 50% of the list according to the Ministry of Health; separated communes that do not have medical stations, communes with seriously degraded stations. At the same time, it is recommended to survey and agree with specific communes, wards and towns on the investment list; scale and investment standards. Capital sources and investment mechanisms include district and commune budgets and other sources.
