(Baonghean) - In issue 9476 of Nghe An Newspaper, dated July 2, 2013, the "Hotline Information" section published the opinion of residents of Nam Hoa commune (Nam Dan district) reflecting: On National Highway 46, the section bordering Hung Tien and Xuan Hoa communes (about 1 km from the gate of Mai Hac De High School on both sides) has a problem of people putting garbage in sacks and dumping them along both sides of the road at night. Currently, some sacks have burst, causing unsanitary conditions and affecting the aesthetics. This situation has been going on for a long time, but the authorities of the two communes have not taken any measures to address it.

On-site inspections and discussions with the two communes revealed that some residents still dispose of waste in sacks, taking advantage of the cover of darkness to dump it along both sides of National Highway 46 in Hung Tien and Xuan Hoa communes, causing unsanitary conditions and detracting from the area's aesthetics, as reported in Nghe An newspaper. However, the residents' long-standing complaints that the authorities of Hung Tien and Xuan Hoa communes have not taken action to address this situation are unfounded. Every year, the People's Committees of the two communes hire people to both maintain the greenery and handle waste along both sides of National Highway 46. Furthermore, the People's Committees of the two communes have repeatedly conducted ambushes, apprehended, and fined several cases of illegal waste dumping along National Highway 46, and then broadcast announcements on the commune's public address system to raise awareness and deter offenders. Following the report from Nghe An newspaper and the direction of the District People's Committee, the People's Committees of the two communes promptly organized the collection and disposal of the waste along both sides of National Highway 46.
The District People's Committee annually directs, supervises, and inspects the implementation of environmental sanitation and waste collection and treatment in the communes, focusing on communes with National Highways 46 and 15A passing through them, such as Kim Lien, Nam Giang, Nam Linh, Hung Tien, Xuan Hoa, the town, Van Dien, etc. Recently, the District People's Committee issued Official Letter No. 1040/UBND-TNMT dated July 18, 2013, on strengthening the management of solid household waste throughout the district.
Specifically, the directive focuses on instructing communes along National Highways 46 and 15A to carry out the following tasks: Directing and organizing the collection and treatment of waste along both sides of National Highways 46 and 15A, the Lam River embankment, and other areas under their management; Based on the commune's environmental protection plan, strengthening environmental sanitation, waste collection, and treatment; Enhancing propaganda on maintaining environmental hygiene in residential areas and public spaces; Regularly inspecting, monitoring, and reminding organizations, production and business establishments, households, and citizens in the area to comply with regulations on solid waste management and other related regulations; Promptly detecting and strictly handling cases of violations of regulations on environmental sanitation, environmental protection, and waste disposal within the managed area.
