Both countries believe that Party building work must always be for the people and linked to the interests of the people.

From July 27-29, 2013, the 9th Theoretical Seminar on the theme "Building a Clean and Strong Party in the New Situation – Chinese Experience, Vietnamese Experience" between the Communist Party of Vietnam and the Communist Party of China took place in Dalian City, Liaoning Province, China.



Mr. Dinh The Huynh, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Propaganda Department, delivered a speech at the seminar.

The delegation of the Communist Party of Vietnam was led by Mr. Dinh The Huynh, Member of the Political Bureau, Secretary of the Central Committee, Head of the Central Propaganda Department, and Chairman of the Central Theoretical Council. The delegation of the Communist Party of China was led by Comrade Liu Qibao, Member of the Political Bureau, Secretary of the Secretariat, and Head of the Central Propaganda Department.

At the opening ceremony of the conference, Mr. Dinh The Huynh, Head of the Vietnamese Party delegation, delivered an important keynote speech entitled "Building a Clean and Strong Communist Party of Vietnam in the New Situation - Practices and Lessons Learned".

The report emphasizes that, in implementing its policies, the Communist Party of Vietnam identifies building a clean and strong Party as a key, particularly important task, vital to the success of the revolutionary cause, with profound theoretical and practical significance; at the same time, it is also a very difficult and complex issue.

The report affirms that the Communist Party of Vietnam and President Ho Chi Minh always attached great importance to building a clean and strong Party. The report presents the current state of building a clean and strong Party; lessons learned from building a clean and strong Party; and directions, objectives, and tasks for strengthening the building of a clean and strong Party in the new situation.

The introductory report by Comrade Liu Qibao, Member of the Political Bureau, Secretary of the Secretariat, Head of the Central Propaganda Department, and Head of the Chinese Communist Party Delegation, is titled "Key Methods and Experiences in Building the Party Style of Integrity of the Chinese Communist Party".

The report states that the Communist Party of China has always attached great importance to maintaining its progressive nature and integrity. Since the 18th National Congress, the new leadership of the Communist Party of China has paid special attention to strengthening political discipline within the Party, building an honest and upright style, and implementing the mass line of "for the people, practical, and honest" to maintain close ties with the people, combating formalism, bureaucracy, hedonism, and extravagance; promoting anti-corruption efforts, building a system of punishment and prevention of corruption; and combining education and institutional building with the work of supervising, correcting, and punishing corruption.

Delegates from both delegations held collective discussions revolving around the themes of "Building Party Conduct," "Building the System," "Supervising and Constraining Power," and "Social Environment." The discussions took place in a lively, open, frank, and constructive atmosphere; focusing on in-depth analysis of various aspects of building a clean and strong Party; combating corruption; and presenting viewpoints, policies, best practices, and lessons learned from each side for mutual learning and exchange.

At the closing ceremony of the Conference, both sides affirmed that the 9th Theoretical Conference between the two Parties had been a great success; they highly appreciated the results of this conference for the theory and practice of Party building work of each Party; contributing to building clean and strong Communist Parties of Vietnam and China, continuing to lead the revolutionary cause in each country to victory.
