The 64-year-old captain of the Taiwanese cargo ship was arrested and taken to the Japan Coast Guard Region 5 headquarters in Kobe city after the accident on February 25 that killed one Japanese person on the fishing boat and left another missing, according to Nippon Hoso Kyokai (NHK) television.
The accident occurred on the morning of February 25, when a 13,000-ton cargo ship collided with two fishing boats belonging to the province's fisheries cooperative.
According to a report from a Japanese Coast Guard official, the captain of the Taiwanese cargo ship was suspected of being irresponsible in arranging a shift on the ship. The captain should have recognized the fishing boats with a capacity of about 10 tons through radar and reduced the speed of the cargo ship when entering the bay.
The Japanese Coast Guard is continuing to search for missing people at sea within a 5 km radius around the artificial island that houses Kansai International Airport.
