Regulations regarding cameras allowed in the examination room.

On the afternoon of May 26, 2013, the Ministry of Education and Training issued guidelines to its affiliated departments on inspecting audio and video recording devices brought into examination rooms.

Accordingly, these devices must meet the following requirements: No speakers or headphones, no display screen, and no communication components (Bluetooth, Wi-Fi, etc.).

The Ministry of Education and Training also stipulates that examination boards do not require candidates to register when bringing the aforementioned devices into the examination room.

During the implementation process, if anything is unclear, the invigilator should report it to the head of the examination board for review and verification.

Previously, on March 6, 2012, the Ministry of Education and Training stipulated that candidates were allowed to bring into the examination room recording devices that only had the function of recording information and could not transmit information or receive audio and video signals directly without other supporting equipment. This regulation was issued after students filmed a video exposing cheating at Doi Ngo Private High School in Bac Giang province during the 2012 high school graduation exam.

Also this afternoon, the Ministry of Education and Training sent a document requesting its subordinate departments to rectify the issue of illegal tutoring and fee collection during the high school graduation exam.

The Ministry of Education and Training stated that, despite having issued a directive strictly prohibiting the exploitation of exams for fundraising or forcing students to attend extra classes illegally, some educational institutions are still violating these regulations, causing distress to students, families, and society.

Therefore, the Ministry requests that directors of provincial education and training departments conduct inspections to immediately prevent and strictly handle the aforementioned violations. Any institutions that have collected fees illegally in any form must return the money to the students and their families.
