(Baonghean.vn) -Starting May 10th, Vinh City will launch the second phase of clearing sidewalks, roads, and illegal market areas, and will also prohibit market management boards from collecting fees from street vendors outside the markets.
Previously, on May 3, 2013, the People's Committee of Vinh City issued Official Dispatch No. 03/CD-UBND on strengthening traffic safety and order in the city, requesting the Chairmen of the People's Committees of wards and communes to strengthen state management of traffic safety and order, continue to effectively implement the contents of Directive No. 12-CT/TU dated January 9, 2013 of the Standing Committee of the City Party Committee, continue to implement Directive No. 05-CT/Th.U, directing ward and commune police and urban order enforcement teams to coordinate with Vinh City Urban Inspectorate to regularly conduct campaigns to clear violations of encroachment on traffic safety corridors, sidewalks, traffic infrastructure, markets, etc., causing traffic congestion and obstruction.
Following the directive, several wards and communes have launched campaigns to clear sidewalks and road shoulders, and remove illegal markets encroaching on the road and sidewalks. Some wards have done well in this task, such as Truong Thi ward, which cleared the Quan Lau market on Nguyen Trung Ngan street; Trung Do ward, which cleared the makeshift market under the power lines in Block 1; and Hung Phuc ward, which cleared the flower, ornamental plant, and tombstone market on the west sidewalk of Le Nin street…
However, the encroachment on traffic safety corridors for market activities, business, and displaying goods on sidewalks and roadsides of various streets continues to occur frequently and continuously, especially in areas such as: markets on Nguyen Si Sach Street; Ben Thuy Market (Ben Thuy Ward), Cua Bac Market (Hung Binh Ward), Hung Dung Market (Hung Dung Ward), Cau Market (Ha Huy Tap Ward), the west side of Vinh Market (Hong Son Ward), and the spontaneous market east of National Highway 1A in Nghi Kim District… Notably, some members of the market management boards even collect fees from street vendors and those encroaching on the road and sidewalks, thus preventing the clearance efforts as reported by the media.
To rectify the situation, Vinh City issued Official Document No. 180/UBND-QLĐT dated May 9, 2013, requesting: During the second phase of 2013, a campaign to clear traffic safety corridors, as directed by the city, will be launched from May 10 to May 15, 2013. Chairmen of wards and communes must pay special attention to clearing encroachments on traffic safety corridors for market activities, business operations, and displaying goods on sidewalks and roadsides. Market management boards must be instructed not to collect any fees from businesses operating outside the market area.

The city also requested that, upon completion of the clearance campaign, wards and communes report the results to the city and are required to restore sidewalks and roadways for traffic purposes. Mr. Nguyen Xuan Sinh, Chairman of the Vinh City People's Committee, stated that the city has also assigned the City Police and the City Urban Inspectorate to cooperate in assisting the People's Committees of wards and communes in clearing traffic corridors, and will consider or take disciplinary action against the Chairmen of the People's Committees of wards and communes if they do not seriously implement the above document.
