Strengthening inspection work in the implementation of grassroots democracy regulations.

Over the past six months, the Standing Committee of the Provincial 71/CP Subcommittee has continued to direct the dissemination of Political Bureau Directive 30/TU, Central Secretariat Directive No. 10, and Decree 71/CP on the implementation of the Regulations on Democracy at the Grassroots Level, building work programs, and strengthening inspection and supervision at agencies and units. During the six months, the Subcommittee conducted direct inspections of three units, while also guiding units to conduct self-inspections and submit written reports.
The results show that the grassroots Party committees have done a good job leading the units in implementing the Regulations on Democracy in the Workplace; effectively coordinating between the trade union and the professional departments in carrying out political tasks; coordinating the organization of conferences for civil servants and public employees, building and amending agency regulations, implementing financial transparency, personnel work, etc., thereby promoting democracy in agencies and units.
However, in some units, the supervisory role of civil servants as stipulated in Decree 71 has not been truly effective; inspection work has not been given sufficient attention, activities have not been consistent, financial transparency has not been specific, and record keeping has been incomplete.
To overcome these limitations, the conference proposed specific solutions, including supplementing and strengthening the membership of the Sub-committee, promoting the dissemination of information on the Regulations on Democracy in the People's Inspection System according to Decree 71, providing professional training for the team working in people's inspection; and strengthening inspection and self-inspection work. From now until the end of the year, the Sub-committee will directly inspect the implementation of the Regulations on Democracy in the People's Inspection System at a number of sectoral units, districts, and cities.
