Proposal to award martyr title to Nguyen Van Nam

We were deeply moved and impressed when we heard the news about Nguyen Van Nam, a 12th grade student at Do Luong 1 High School (Do Luong District, Nghe An), who sacrificed his life to save 5 secondary school students from drowning in the fast-flowing Lam River on the afternoon of April 30, 2013. Nam passed away when the future was wide open for a young man full of dreams and hopes, because he came from a poor background but always strived to improve and achieved high academic results, including the "Poor Students Overcoming Difficulties" scholarship awarded by the school in the first semester of this year.

Nam passed away when the future was wide open for a young man full of dreams and hopes, because he came from a poor background but always strived to improve and achieved high academic results, including the "Poor Students Overcoming Difficulties" scholarship awarded by the school in the first semester of this year.

In addition to the titles awarded by organizations and unions, and the brave actions of Nguyen Van Nam, we find that the case of Nguyen Van Nam can be proposed for recognition as a martyr, because according to the provisions of Clause 1, Article 11, Ordinance No. 04/2012/UBTVQH13 dated July 16, 2012 of the Standing Committee of the National Assembly "Amending and supplementing a number of articles of the Ordinance on preferential treatment for people with revolutionary contributions", clearly states:

“1. Martyrs are those who sacrificed their lives for the revolutionary cause of national liberation, protection of the Fatherland and fulfillment of international obligations or for the benefit of the State and the people and were posthumously awarded the "Fatherland's Gratitude" Certificate by the State in one of the following cases:

a) Fighting or directly serving in combat;

b) Directly engage in political struggle and organized military struggle against the enemy;

c) Those who were arrested and tortured by the enemy during revolutionary or resistance activities but refused to submit, resolutely fought, or carried out the policy of escaping from prison and died;

d) Fulfill international obligations;

d) Fight against crime;

e) Bravely carry out urgent and dangerous work serving national defense and security; bravely save people and property of the State and people;

g) Due to illness or accident while performing defense and security duties in areas with especially difficult socio-economic conditions;

h) When directly performing the task of searching for and collecting martyrs' remains assigned by a competent authority;

i) Directly performing combat training or military and security exercises of a dangerous nature;

k) War invalids or people enjoying policies like war invalids prescribed in Clause 1 and Clause 2, Article 19 of this Ordinance die due to a relapse of their wounds;

I) People who are missing or missing in the cases specified in Points a, b, c, d, dd, e and g of this Clause".

Comparing the above provisions, we believe that the case of Nguyen Van Nam falls within the scope of regulation of Clause e "Bravely performing urgent and dangerous work serving national defense and security; bravely saving people and property of the State and people".

If Nguyen Van Nam is eligible for recognition as a martyr according to current regulations, we request that the authorities of Nghe An province and the Ministry of Labor, War Invalids and Social Affairs, together with Nguyen Van Nam's family, promptly complete the dossier and submit it to the President for consideration to posthumously award the title of Martyr to Nguyen Van Nam.
