Experience in Vietnam shows that to effectively reduce risks caused by natural disasters, comprehensive solutions are needed, focusing on a number of points such as developing appropriate infrastructure along with a system of legal documents clearly defining the responsibilities of agencies and organizations in each stage such as preventing, minimizing, responding to and overcoming natural disasters.
The management structure for prevention and control measures must be implemented consistently throughout the country, from the central to local levels. In addition, it is necessary to develop medium and long-term strategies in line with the frameworks and action plans.
The Government also needs to develop plans to support training, raise public awareness, improve the effectiveness of science and technology application, improve monitoring and evaluation tools, strengthen the disaster forecasting and warning system, and promote policy making at all levels.
Minister Cao Duc Phat emphasized the importance of encouraging communities and businesses to actively participate in this process, while strengthening regional and international cooperation in efforts to reduce natural disaster risks and enhance actions to respond to climate change.
Minister Cao Duc Phat said that in the high-level discussion with representatives of countries around the world, the Vietnamese delegation participated by exchanging practical experiences in mobilizing the participation of people, communities and businesses in responding to natural disasters.
