One of the Party's primary leadership methods is issuing resolutions and organizing their implementation. In reality, Party resolutions play a crucial role and have a profound impact on socio-economic life. Over the past two years, the Party has continuously issued five major resolutions. These are concise documents reflecting the understanding of the situation and deciding on major policies and guidelines across many areas of the Party's work. In putting these resolutions into practice, Party committees at all levels in our province have adopted many effective and innovative approaches, fostering consensus among all segments of the population and resulting in practical actions that yield high effectiveness.

In putting these resolutions into practice, Party committees at all levels in our province have adopted many effective and innovative approaches, fostering consensus among all segments of the population and resulting in practical actions that yield high effectiveness.

In late July, we had the opportunity to visit Lach Quen, Quynh Long commune (Quynh Luu district), to learn about the lives of the people who depend on the sea for their livelihood. The weather was favorable, so most boats had already set sail, and Lach Quen seemed wider than usual. Visiting Mr. Dau Ngoc Thang's boat, NA 93040 TS, we found the owner and 12 crew members busily mending and reinforcing their 400 million VND purse seine nets in preparation for a new trip. Mr. Thang said: "The dock is bustling as soon as a boat returns; the fishing logistics services here are very developed now. Fishing is hard work, but with perseverance, the sea will not let us down. Especially with the support, help, and encouragement from the Party committee and the government, the fishing has been very successful. For the past two years, like many other boats, my boat has earned nearly 2 billion VND annually after deducting expenses."

By chance, I met Mr. Vu Ngoc Luong, Secretary of the Party Committee, and Mr. Tran Quang Ve, Chairman of the People's Committee of Quynh Long commune. Representing the Party Committee and the commune government, they presented gifts and wished Mr. Nguyen Cong Hai's new boat good luck on its first voyage. The gifts from the commune included a national flag, a case of beer, and 100,000 VND… In a brief exchange, Mr. Vu Ngoc Luong excitedly shared: From 2011 to the present, the entire commune has added 27 new purse seine fishing vessels (offshore fishing boats), bringing the total number of such vessels in the commune to 34. Each new boat, like Mr. Hai's, has a total investment of over 4 billion VND. With the addition of more boats, fishing yields and income have also increased: In the first six months of 2013, the total production value of the commune reached nearly 118 billion VND, of which 4,285 tons of aquatic products were caught and farmed (a 50% increase compared to the same period in 2011), and the average income of fishermen reached 8-9 million VND/person/month. For the past two years, the average economic growth rate of the commune has been over 16%, production value has increased by 18%, and the average added value per capita has reached 34.1 million VND/year.

Speaking about the reasons behind these impressive results, Mr. Tran Quang Ve, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Quynh Long commune, affirmed: Implementing the resolutions of the National, Provincial, District, and Commune Party Congresses, as well as the later Central Resolution No. 3, the Party Committee organized the implementation of the resolutions through action programs with specific and practical goals and solutions to develop the local socio-economic situation in the 2011-2015 period. The core leadership and guidance approach to transforming the resolutions into action was: the commune Party Committee identified the development of a multi-sectoral economy and focused on the marine economy, especially exploitation.

Accordingly, the Party Committee assigned a Party Committee member to be the Chairman of the Fisheries Association, responsible for organizing captain and engineer training courses, and regularly advising on production and exploitation management. The Party Committee and People's Committee regularly work with relevant agencies such as the Department of Fisheries Resource Protection and banks to facilitate loans for production (acting as guarantors for borrowers). Commune officials regularly meet with fishermen to encourage them, give gifts, and promote solidarity and sharing of marine resources. The commune encourages people to engage in fisheries logistics services such as ice making, fuel sales, and fish purchasing and processing. The Party Committee assigns tasks to departments, agencies, and mass organizations to focus on introducing new occupations and creating mutual aid funds to help fishermen facing risks.

Besides the marine economy, the Party Committee of Quynh Long also focuses on promoting the development of labor export in the area: the Party Committee and the People's Committee guarantee loans for those going to work abroad; create favorable conditions by quickly and accurately handling paperwork, implementing exemptions and reductions of various funds and contributions, and seeking reputable companies to send people to work abroad to introduce and advise the people. For the past two years, the commune has had nearly 200 more people going to work abroad each year, bringing the current number of workers working overseas to over 700…

Mr. Vu Ngoc Luong stated: For resolutions to truly "live" among the people, effective methods are needed, closely aligned with practical realities to sow seeds at the grassroots level, thereby encouraging learning and implementation with enthusiasm and the dictates of the heart. Resolutions 3, 4, 5, and 6 of the Central Committee have all been well implemented by the Party Committee. While Resolution 7 of the Central Committee has not yet been disseminated to Party members, in reality, we have long been doing a good job of proactively responding to climate change and protecting resources. Evidence of this includes fishermen refraining from indiscriminate fishing and people donating land and labor to build the Phu Lien – Cong Hoa seawall…

In Quynh Long, we have seen that cadres and Party members have been proactive and pioneering on the ideological front, through practical actions to create high consensus among the people to successfully implement the resolution. The implementation of the resolution clearly demonstrates the leadership capacity and fighting spirit of the Quynh Long Party Committee, in its role as the political nucleus…

Visiting the Nghi Phong Commune Party Committee (Nghi Loc District), one finds such a Party organization. In Nghi Phong, the Central Resolution No. 4 was received as a "handbook" for building a comprehensively strong unit. After studying the document at the District Party Committee, the Nghi Phong Commune Party Committee researched the material, developed an implementation plan, and organized many sessions to disseminate the content of Central Resolution No. 4 to all cadres and Party members in the commune. They seriously implemented the self-criticism and review process with the spirit of "Looking straight at the truth, assessing the truth accurately, objectively, without favoritism or avoidance."

The solutions must be synchronized, focused, feasible, combining "combating and building," "building and combating," ensuring that words are matched by actions, and concentrating on resolving the most pressing and stagnant issues… Mr. Mai Xuan Loc, Secretary of the Nghi Phong Commune Party Committee, said: First of all, in terms of organizational planning, based on the guidance and direction of the higher-level Party Committee, the Party Committee has issued documents to the Party branches to solicit feedback on the development and unify the content and timeframe for implementation. During the review, the Party Committee requires Party Committee members, Party branch committees, and leaders to self-assess what has been done and what has not been done, clarifying the feedback so that those conducting the self-assessment can recognize their strengths and weaknesses.

In particular, when soliciting feedback, the Party Committee advocates for gathering opinions from all the people, not just Party members. After the self-criticism process is completed, the commune Party Committee holds a public meeting attended by the Party branch committee, Party members, key officials of mass organizations in each hamlet, and the local people. At this meeting, Party members who have been self-criticized express their strengths and weaknesses, identify mistakes, receive feedback, and propose solutions so that everyone can be aware of, evaluate, and monitor the corrective process.

The implementation of Central Resolution 4 in Nghi Phong has yielded clear results: After self-criticism, cadres, Party committees, the government, and mass organizations have actively addressed shortcomings, especially in work style, exemplary leadership, and methods of approaching and resolving people's concerns. A prime example is Comrade Vuong Ngoc Ha, Deputy Secretary of the Nghi Phong Commune Party Committee, who was previously enthusiastic, dynamic, creative, and highly regarded by the Party committee for his responsibility. However, Comrade Ha received feedback on two points: firstly, his work style often presented himself as an "official," easily leading to misunderstandings; and secondly, his personnel work lacked objectivity.

Following the conference, Deputy Secretary Ha improved his attitude when interacting with the people and officials, and his rapid progress was recognized by everyone. Last May, at the review of the Politburo's Directive 03, the Party Committee selected Comrade Ha for commendation as someone who had done well in studying and following the moral example of Ho Chi Minh. Mr. Hoang Dinh Voi, 50 years old, a Party member of the Phong Yen Party Branch, said: "Previously, some commune officials had a poor spirit of serving the people, but after implementing Central Resolution 4, this situation has been rectified. Officials have been meeting with the people more often, explaining and resolving their pressing issues."

Party Secretary Mai Van Loc added: "Through the implementation of Central Resolution 4, we clearly see that the poverty rate in the commune is still high. Being a border area with the city, the agricultural land is mainly arable land that lacks water and is shrinking due to many projects. Therefore, the Party Committee and the People's Committee of the commune have directed the introduction of high-yield varieties such as hybrid rice and BTE to ensure food security. In the recent winter-spring crop, the rice yield reached 4 tons/ha. The commune is focusing on accelerating the development of commercial services, small-scale handicrafts, and industries such as metalworking, civil carpentry, rattan and bamboo weaving, boat making, and car repair. To date, over 80% of households in the commune have members involved in trading and supplementary occupations. The poverty rate in the commune is now estimated to have decreased to 6-9%."

Similar to the Nghi Phong commune Party Committee, the implementation of Central Resolution 4 in the Hung Dung ward Party Committee, Vinh City, focuses strongly on administrative reform and work attitude. Specifically, with the idea of ​​"One resolution, ten solutions," based on the review results, the ward Party Committee issued an action resolution on "6 things that need to be done immediately." Mr. Nguyen Duc Trung, Secretary of the Party Committee and rapporteur of the ward, said: "In the context where people are waiting and expecting renewal from the Party, Central Resolution 4 is like a new breath of life blowing into people's lives."

We recognize that the issue of "political, moral, and lifestyle degradation" lies within attitudes, work styles, and relationships with those around us; anyone can fall prey to it, so everyone needs to reflect, reassess, and adjust to improve themselves… After conducting the review, the Ward Party Committee directed the acceleration of administrative reform, especially the one-stop service department, which must be punctual, welcoming, and dedicated to serving citizens. At the same time, a plan was developed to train and mentor young cadres in work style, conduct, and handling emerging situations. In addition, each member of the Ward Party Committee Standing Committee was assigned to oversee a specific area, or group of agencies, schools, and directly oversee a project or program to facilitate monitoring and focused leadership.”

For the Party Branch of Nguyen Duy Trinh High School, Nghi Loc District Party Committee, Central Resolution 4 and Central Resolution 6 are closely linked because each Party member and teacher needs to constantly improve themselves to fundamentally and comprehensively reform education and training; helping students cultivate virtue and talent and develop scientific and technological knowledge to serve the industrialization and modernization of the country.

In various ways, the Party branch has concretized the resolution with practical content, closely linked to the teaching and learning activities of the school. Ms. Hoang Thi Kim Lien, Vice Principal and rapporteur of the Party branch of Nguyen Duy Trinh High School, shared: “Party members in the school's Party branch are highly qualified individuals who can quickly access and update current events. Therefore, when implementing the resolution, relying solely on documents and one-way communication will be ineffective. The core issue is to find content relevant to the industry and directly impacting the teaching and learning movement in the school.”

Recognizing this, after the Party's resolutions are issued, in addition to organizing study sessions and writing reports, and the Party branch issuing resolutions, each Party member must set forth a specific program and action plan to improve the quality of teaching. For example: self-study to improve professional skills and expertise; initiatives in nurturing gifted students and tutoring weak students; providing assistance and training for students with behavioral problems; and mentoring student Party members…

To date, 100% of the cadres and Party members in the Party branch have registered specific tasks related to their professional duties. As a result, the quality of education at the school has continuously improved. In the 2012-2013 school year, the percentage of excellent students reached 4.7%; the percentage of students passing the high school graduation exam reached 99.8%; currently, the school has 31 teachers with qualifications above the standard; 33 teachers have been recognized as excellent teachers at the provincial level, 50 have been awarded the title of outstanding worker at the grassroots level, and 10 have been awarded the title of outstanding worker at the provincial level.

The success of resolutions is not reflected in dry statistics or a record of achievements, but rather in the vibrant colors of life today. In the Coconut Land (Tuong Son, Anh Son district), we have seen the green of high-yield and high-quality rice fields, tea plantations, specialized fruit orchards, integrated farms and family farms raising aquatic products and poultry for commercial purposes… Tuong Son has been developing in accordance with the direction of the province and district. A concentrated production area has been and is being formed here.

This shows that the mountainous commune, inhabited by both ethnic minorities and Catholics, has enthusiastically and diligently followed the resolution, and the people trust the officials. At the preliminary review of 2.5 years of implementing the Party Congress Resolution, Tuong Son commune has achieved or exceeded 27 out of 49 targets. Mr. Tran Trung Tuyen, Secretary of the Commune Party Committee, happily stated: “These results are thanks to creating consensus among the people. To unleash the people's strength, we must prioritize mass mobilization work and democracy, and resolutely implement the ‘2 meetings, 4 understandings’ rule (directly meeting the people and the people directly meeting us; always putting the people first – the people know, the people discuss, the people do, the people inspect).”

Before any resolution or program is issued, the commune sends a draft to each hamlet to gather public feedback. Based on this feedback, adjustments and revisions are made to ensure it is relevant and practical. Because the people are informed, consulted, and are the ones implementing the resolutions, they are more responsible and proactive. To ensure the resolutions are put into practice, public awareness campaigns are prioritized. Through oral communication, radio broadcasts, meetings, and community group activities, the Party's will and the people's aspirations are harmonized, leading to a common understanding.

The reality shows that resolutions always aim to further develop the country and the nation. Therefore, studying, understanding, and implementing resolutions is not just the responsibility of the Propaganda Department or of cadres and Party members, but of the entire political system and all the people. A speaker with a thousand eloquent words and beautiful ideas is no match for a practical, meaningful action that yields high results, because vivid visuals always have a deeper impact on understanding… Resolutions remain vibrant and correct if implemented with responsibility, enthusiasm, and heart. Party organizations need to make the people understand that the implementation of resolutions is the responsibility of the entire Party and the entire people. Through this, grassroots Party organizations will create a foundation for the Party's will and goals to take root in the masses, strengthening the people's trust in the Party and the current reform cause, making the Party truly "ethical and civilized."
